Recommendation to accept Clinton Power Station ampacity derating assessments and close out review process

. I have now completed a review of the most recent Clinton Power Station (CPS) RAI response submittal (licensee letter dated July 24,1997). The licensee letter is quite brief and simply states that, consistent with SNL's recommendation, they agree to (1) not use the watts per foot method to assess ampacity limits for individual cables, and (2) instead rely upon the ampacity margins assessments as adequate in and of themselves.

Two minor discrepancies in the SNL letter report of May 2,1997 were noted by the licensee. I had already sent you a letter (July 11,1997) discussing these discrepancies based on my discussion of those items with the licensee. These items will have no impact on the overall validity of my earlier findings and conclusions.

- The current licensee response fully resolves any remaining uncertainty regarding the CPS submittals, and has not raised any new points or concerns. In the May report I found that the licensee has demonstrated adequate margin to encompass current test results for the fire barrier clad cables at CPS and this finding remains valid. Hence, I recommend that the review of the CPS ampacity derating assessments be closed out without further licensee interactions.

I have not updated the TER that I submitted in May because the licensee has not provided any information that would alter the findings or conclusions of that report. It is my hope and etion that this letter in and ofitself should be sufficient to allow close4ut of this particular review.
