GENERIC LETTER 92-08 REQUEST FOR ADDITIONAL INFORMATION -

THERMO-LAG RELATED AMPACITY DERATING ISSUES FOR CLINTON POWER STATION (TAC NO. M85535)

Dear Mr. Sipek:

I By letter dated July 24,1997, Illinois Power Company (IPC) submitted a response to the NRC Request for Additional Information (RAl) related to Generic Letter (GL) 92-08, "Thermo-Lag 330-1 Fire Barriers," for Clinton Power Station (CPS). The NRC staff, in conjunction with its contractor, Sandia National Laboratories (SNL), has completed its review of the licensee's analytical approach for ampacity determinations. The results of the review are documented in the enclosed Safety Evaluation (Enclosure 1), SNL Technical Evaluation Report, "A Technical Evaluation bf the Clinton Power Station Fire Barrier Ampacity  :

Assessments," dated May 2,1997 (Enclosure 2), and the letter from S. Nowlen to R. Jenkins dated October 30,1997 (Enclosure 3).

On the basis of the subject review, the NRC staff concludes that no significant safety hazards i are introduced at CPS for (1) a net 32-percent ampacity derating factor (ADF) for the 1-hour and 3-hour conduit fire barrier systems and the 1-hour cable tray fire barrier systems; and (2) a net /1.4-percent ADF for 3-hour cable tray fire barrier systems. Therefore, the staff requests that the licensee respond in writing addressing this issue. In addition, the staff finds that the licensee should verify that the Thermo-Lag-enclosed e;ectrical raceways are installed and constructed in a manner representative of the applicable tested fire barrier configurations (i.e.,
