FBI CRIMINAL HISTORY CHECXS As you know, legislation requiring FBI criminal history checks of all nuclear power plant employees granted unescorted access and access to Safeguards Information was passed by Congress on August 12, 1986.

It'is awaiting the President's sigrature. The legislation directs the NRC to develop a conforming rule to be effective within six months. Priority attention will be required by each office involved if we are to meet this tight schedule.

I have asked Jack Roe to coordinate efforts to assure that the necessary supporting infonnation is developed in an expeditious manner, reviews are conducted in a timely _ fashion, and that every effort is made to minimize the time required for the various steps in the rulemaking process.

Please assure that this matter receives very prompt attention by your staffs.
