10 CFR 73.57, REQUIREMENTS FOR CRIMINAL HISTORY CHECXS OF INDIVIDUALS WITH UNESCORTED ACCESS TO NUCLEAR POWER PLANTS

, Enclosed.fot sur review is a draft proposed rule package adding a new requirement for the control and use of criminal history data received by power reactor licensees fran the Federal Bureau of Investigation (FBI). This action is part of proposed Federally-mandated criminal history checks of individuals granted unescorted access to nuclear power plants or access to Safeguards Infonnation by power reactor licensees. A request for approval to initiate this rulemaking has been submitted to the Executive Director for Operations (ED0). This package is provided for your review in contemplation of receipt of ED0 approval and because of the possible need for prompt issuance of this rule.

To assist pu in pur review, the Senate Judiciary Committee Report on the Senate version of the bill and the current marked-up copy of the bill per a conference committee are provided as background infonnation.
