SUBJECT:
RECOMMENDATION FOR DIABLO CANYON BOARD NOTIFICATION Region V is examining and evaluating the subject licensee's report that the piping wall thickness in several areas of the Reactor Coolant System (RCS) is less than code minimum wall. To this end, we have employed Parameter, Inc.,
to independently conduct and evaluate non-destructive tests of the RCS piping. We have also chaired a NRC/ licensee public meeting to discuss the licensee's report, dated July 1, 1983, regarding the reported RCS minimum wall problem. The. report from Parameter, dated July 14, 1983, and the transcript of the public meeting, dated July 14, 1983 provide information relative to the apparent RCS minimum wall problem and to the adequacy of construction Quality Assurance.
Copies of the referenced, documents are enclosed.
The Region V staff recommends that this information be brought to the
-attention of the Diablo Canyon licensing and appeal boards,
