SUBJECT:
O!ABLO CANYON STATUS REPORT, DECEMBER 1983 Units I and 2 at Diablo Canyon are Westinghouse four loop PWRs rated at 3338 MW(t) and 3411 W (t) respectively. The slight difference in rating is due to a minor upgrading of Unit 2.
The units have had more than a fair share of design problems. The discovery of the Hosgri fault and its attendant seismic redesign requirements, including application of the " tau-effect", are well known. Upon completion of the seismic redesign and modifications, an operating license was issued on September 22, 1981 which authorized fuel loading and operation up to 55 of rated power.
On September 28, 1981 Pacific Gas and Electric Company (PG8E) notified 3
the NRC that errors had been discovered in transferring information between design organizations. There appeared to be serious weaknesses in the implementation of the PG8E design quality assurance (QA) program.
As a result of these findings, the NRC suspended the operating license 1
and instituted an independent design verification program (IDVP).
The 10VP has been completed and final reports have been submitted to the NRC. The NRC Staff has issued Supplements Nos.18 and 19 to the Safety Evaluation Report. These supplements address the independent design verification of both the seismic and nonseismic areas of interest. An Atomic Safety Licensing Appeal Board has completed its hearings on design l
QA and is preparing a decision.
The Commissioners approved (4 in favor, one abstain) fuel loading and pre-critical testing. Fuel has been loaded into Unit 1 and precritical testing is in progress.
It is expected that Unit I will be ready for criticallity i
and low power (5%) testing by early January 1984 and to begin its ascent to full power by mid February 1984.
Thus far the major licensing efforts have been directed at Unit 1 but the review and modification of Unit 2 has been proceeding in parallel and Unit 2 should be ready to load fuel by late 1984.
l At this meeting the NRC (H. Schierling, NRR) will brief the Committee on the status of the Diablo Canyon project. No ACRS action is expected at this time.
l A Subcomittaa meeting in San Luis Obispo is scheduled for January 18-19, 1984 to review the safety significance of the changes made as a result of the IDVP.

RECOMMENDATION FOR DIABLO CANYON BOARD NOTIFICATION On December 6, 1983, Region V became aware of the pending arrest of 21 persons on charges of illegal drug activities at Diablo Canyon. The Preliminary Notification (PNS-V-83/13) concerning this matter is attached.
The charges involve PG&E, Pinkerton, Foley, and Pullman employees.
Apparently, no operations or armed guard force personnel are involved.
The Region V staff recommends that this information be brought to the attention of the Diablo Canyon licensing and appeals board, N f e

I On Deceder 6,1983 at 8:20 a.m., PST, the Diablo Canyon Plant Manager notifie'd the senior on-site resident inspector of the pending arrests of 21 persons for the sale of drugs.
In April 1983, PG&E Corporate Security contacted the San Luis Obispo County Narcotic Task Force and requested investigation into allegations of illegal drug activity at Diablo Canyon. A 4-month undercover investigation resulted in the undercover purchase of cocaine, methamphetamine, hashish and marijuana from Diablo Canyon employees on and off the plant site. Twenty-one complaints have been issued by the San Luis Obispo County District Attorney's Office (primarily for the sale of Cocaine) which includes:
1 PG&E maintenance employee, 3 General Construction Security Watchpersons,13 contract egloyees of Foley Construction Cogany and 4 contract employees of Pullman Power Products Company.
The licensee conducted a -joint press conference with the San Luis Obispo County Narcotic Task Force at 10:30 a.m., PST with a companion conference at PG&E Corporate Headquarters in San Francisco planned for 2:00 p.m., PST, Deceder 6,1983. The NRC will respond
