SAFETY EVALUATION REPORT CONCERNING LACK 0F 3-HOUR FIRE RATED PENETRATION SEALS IN CABLE SPREADING ROOM CEILING / CONTROL ROOM FLOOR ASSEMBLY AT PILGRIM NUCLEAR POWER STATION (TAC NO. 66913)

Plant: Pilgrim Nuclear Power Station Licensee: Boston Edison Company TAC No.: 66913 Review Status: Complete The Chemical Engineering Branch Safety Evaluation Report of the licensee's resolution of Item A on page 4 of Region ! Inspection Report 87-39 is enclosed (Enclosure 1). Item A pertained to deficient penetration seals in the Cable Spreading Room ceiling / control room floor assembly and the effect of these deficient seals on a 1981 exemption from certain requirements of Appendix R to 10 CFR 50 to provide automatic suppression in the enntrol room. Approval of the exemption was based, in part, on a 3 hour3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> rating of the ceiling / floor assembly between the Cable Spreading Room and the Control Room.

The licensee presented several technical points supporting their position that the existing penetration seals are satisfactory and that upgrading these seals is not required.

We agree with the licensee and find the present penetration seals acceptable.
