SAFETY EVALUATION REPORT CONCERNING LICENSEES REQUEST FOR EXEMPTION FOR DUPLICATE YARD LIGHTING PER SECTION III.J OF APPENDIX R - PILGRIM NUCLEAR POWER STATION (TAC NO. 65076)

Our Safety Evaluation Report of the licensee's request for exemption from the technical requirements of Section III.J of Appendix R to 10 CFR 50 to install 8-hour battery powered lighting in the outside yard area is enclosed (Enclosure 1).

The yard area in question is outside the reactor building and is the access route to alternative shutdown stations located in the emergency diesel rooms, the reactor building auxiliary bay, and other portions of the reactor building that are not involved in the fire.

Section III.J of Appendix R requires that, "Emergency lighting units with at least an 8-hour battery power supply shall be provided in all areas needed for operation of safe shutdown equipment and in access and egress routes thereto."

The rationale for the request is that the entire yard area (including this portion of the yard that constitutes access and egress routes to alternative safe shutdown panels) is already provided with adequate lighting from the installed security lighting.

In addition, emergency power for these lights is assured from a separate security diesel-generator unit.

We have reviewed the licensee's requested exemption and the technical information they have supplied in support of their request.

We agree that the security lighting already installed in the yard area satisfies the requirements in Section III.J of Appendix R to 10 CFR 50 for emergency lighting in thst por-tion of the outside yard area which constitutes access and egress routes to i

alternative safe shutdown equipment located in the emergency diesel rooms and in other locations outside the reactor building.
