FEMA MEMORANDUM ON OFFSITE EMERGENCY PLANNING FOR PILGRIM
Dear Mr. Bird:
Enclosed is a Federal Emergency Management Agency (FEMA) memorandum dated September 29, 1987 which discusses offsite emergency planning issues concernino the Pilgrim Nuclear Power Station.
The memorandum clarifies FEMA's position concerning the corrective actions for the major areas of concern identified by FEMA in its August 4,1987 finding on offsite emergency preparedness for Pilgrim.
FEMA states that, followino the submittal of revised, plans by the Comonwealth for review by FEMA, the correction of some issues will require an evaluation of plan changes while others will require demonstration of the changes in a drill or exercise.
We urge you to continue your ongoing efforts to assist the Comonwealth and local governments in improving their emergency plans in response to the issues identified by FEMA.
As previously indicated, restart of the Pilgrim plant l
will involve the consideration of the FEMA identified emergency planning

Issues Concerning The Pilgrim Nuclear Power Station This is to clarify the posit.on of the Federal Emergency Management Agency (FEMA) concerning the correction of issues that were identified in FEMA's Self-Initiated Review and Interim Finding For The Pilgrim Nuclear Power Station, dated August 4, 1987 As you know, FEMA identified issues in six areas which fonned the basis of its conclusion that the plans and preparedness for the State and 1 coal governments within the plume exposure emergency planning zone for Pilgrim are not adequate to protect the public health and safety in the event of an accident at this plant. are submitted to FEMA for review by the Commonwealth of Massachusetts, the correction of the issues and their subparts will be evaluated in two categories: 1) Issues that require correction only through plan changes and
- 2) issues that require correction through plan changes and subsequent demonstration of the changes in a drill or an exercise.
FEMA will not be in a posit ^n to revise its previous assessment until the aforementioned i

The memorandum clarifies CEMA's position concerning the evaluation of the corrective actions for the issues identified by FEMA in its August 4,1987 finding on offsite aergency preparedness for Pilgrim.

We recomend that you transmit the enclosed FEMA memoran<ium to the licensee.
