Dear Mr. Barry:
The Nuclear Regulatory Commission staff on August 27, 1986 in an addendum to our Confirmatory Action Letter 86-10 to Boston Edison Company (BEco) required BEco to provide a written report that documented a formal assessment of its readi ness.'or restart of the Pilgrim plant.
In response, BEco transmitted to the NRC on July 30, 1987, the Pilgrim Nuclear Power Station (PNPS) Restart Plan Volume 1 and Volume 2, Revision 0.
This plan provided an outline of the program and a limited description of results.
On October 28, 1987, NRC re-ceived Volume 2, Revision 1, which updates the results of the Restart Program.
A subsequent revision to Volume 2, is expected to be transmitted by BEco in l
connection with the NRC restart team inspection. Enclosed for your information is the revision of the PNPS Restart Plan that we have received to date.
Currsntly, the NRC staff is evaluating BEco's plan to determine its adequacy and to assist us in planning NRC inspections.
As part of oc deliberations, we are requating any comments that the Commonwealth of Massachu etts may have on the plan itself and results to date.
To assure that the Cosunonwealth's comments are appropriately considered by the staff, they should be provided to NRC Region I by December 11, 1987.
By copy of this letter, the PNPS Restart Plan is also being transmitted to other Commonwealth offices that have express-ed an interest to the NRC staff in the restart deliberations.
We would appre-ciate your assistance in coordinating and transmitting the comments from the various Commonwealth offices to us on the schedule discussed above.

These coments should focus on concerns that the public believes should be considered by the NRC staff in its restart assessment

The me ting will be held at (to be determined).
The purpose of the meeting is to receive coments, but not to respond to specific coments or questions.
The staff expects to consider in its eventual restart assessment, all comments and questions it receives.
Oral comments should be limited to five minutes per person to permit the greatest partici-pation of all who come to the meeting.
Written statements to amplify on the oral comments will also be accepted.
Anyone not able to attend the meeting may mail coments to Mr. A. R. Blough, U. S. Nuclear Regulatory Commission, 631 Park Avenue, King of Prussia, PA 19406.
The public meeting will be trans-cribed and a copy of the tran cript placed in the Local Public Document Room.
A copy of the Boston Edison action plan is currently available in the Local i
Public Document Room located at Plymouth Public Library, North Street, Plymouth, Massachusetts. Additional copies will be available at the public if braries in Carver, on Main Street, Ouxbury at 147 St. George St., Kingston on Summer St., Marshfield at Library Plaza, Plympton at 248 Main St., and Wareham at 75 High Street.
