PILGR!i4 STATUS REPORT FOR THE PERIOD JULY 17 - JULY 23,1986 Ene.losed is the Pilgrin weekly status report from the NPO Resident Office at 4
1 Pilgrim.
Three NRC Resident Inspectors moni+.ored routine activities at the plant during too report period. The reactor remained in cold shutdown through-out the period for maintenance.
These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities. Subsequent in-i spection reports will address many of these topics in more detail.

CNCLOSURE PILGRIM STATUS REPORT FOR THE PERIOD JULY 17 - JULY 23, 1986 1.0 Plant Status i
As of 8:00 a.m. on July 23, 1986, the reactor was in cold shutdown with the reactor coolant temperature at about 110 degraes Fahrenheit.
2.0 Facility Operations Summary l
The plant has been shut down for maintenance and to make program improve-ments since April 12, 1986. Boston Edison Company announced that planned inspections of all four (4) Residual Heat Removal pumps in the Emergency i
Core Cooling System, conduct of local leak rate testing and integrated leak rate testing will lengthen the current outage.
3.0 Items of Special Interest Containment Leakage Testino f
t Since April 12, 1986, 78 containment penetrations have been tested with two failing to meet the established letk rate limits. The first failure was of an outside hatch of a drywell access penetration as described in l
the weekly status report covering the period July 3 through July 9,1986.
The second failure occurred during the past w(ek when one of three redun-l j
cant seals in the nitrogen purge line penetration failed a leak rate i
test, however, the two backup seals on the penetration had leak rates that were iess than 5% of the allowed limit.
l J
, leak rate tests en ill 1 nhtinn valves have been completed with 13 fail-l 1
ures. The most recent failure occurred last week when one of two redundant isolation valves on the nitrogen purge exh ust line failed a leak rate test.
i l
The second isolation valve has not yet been tested.
)
The leakage through isolation valves and containment penetrations alone has exceeded the regulatory Itmits for total containment leakage. The implications of this with regard to design basis calculations involving 1
j the containment and the need for an increased frequency of testing arv under review. The leaking components will be repaired and tested prior i
to a reactor startup. The entire primary contair. ment will be also leak-l checked prior to startup in an integrated leakage: test.

2 Reactor Building Stack Sample Pump Ouring the past week, one of two redundant sample pumps for the reactor building exhaust became inoperable due to an electrical problem in the pump circuit breaker. These pumps are used to continuously sample effluent i
from the stack.
The backup pump was placed in service when the first pump i
failed. The breaker problem was subsequently fixed and the first pump returned to service.
ENS Malfunctio3 On July 22, 1986, the lice.isee reported that the Emergency Notification System (ENS) telephone circuit at the Alternate Emergency Operations Fa-cility (AEOF) was not functioning.
This telephone circuit is a direct line between the AEOF in Bridgewater, Massachusetts to the NRC Operatiens Center in Bethesda, Maryland. Other telephone lines at the AEOF could be used for emergency communication. The AEOF would be used in an emergency to coordinate offsite activities if the Emergency Operations Facility (EOF) in Plymouth, Massachusetts was not available, j
4.0 NRC Staff Status during the period I
Three NRC Resident Inspectors monitored plant activities between July 17 i
and July 23, 198F. Currently, the resident inspector staff at Pilgrim consists of the following:
i Martin McBride, Ph.D. --- Senior Resident Inspector Jeffrey Lyash
--- Resident Inspector Grsgory Nejfelt
--- Resident Inspector i
