I.

PURPOSE A.

To provide a detailed instruction for station personnel to perform an operability test of the standby gas treatment (SGT) system to operate each circuit with the heaters on, to assure that the system drain loop seals are filled, to perform an operability test of the bypass valves, and to perform an o,perational test of damper AD-R-1C.

II.

DISCUSSION

A.

The SGT system is one of the reactor safeguard systems designed to maintain a negative pressure on the Reactor Building.and to filter any release of the Reactor Building atmosphere to the env, irons.

PREREQUISITES A.

System lined up for operation and in the standby status as per System Operating Procedure 2.2.73,Section VII.A.

B.

No other testing or maintenance in progress which would affect the performance of this test.

V.

LIMITATIONS A.

Surveillance Requirements - Technical Specifications.

1.

Operate each circuit with heaters on greater than or equal to 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br /> every month as per Technical Specifications *Section 4.7.B.2.d.

2.

Check the system drain loop seals filled quarterly as per Techhical Specifications Section 4.7.B.3.

3.

Operate the manual bypass valves once per cycle as per Technical Specifications Section 4.7.B.4.b. ~

B.

Administrative Limits.

1.

All discrepancies shall be recorded in the Shif t Supervisor's log.

2.

Attachment "A" shall be used to record the, test and filed as part of the station records.

3.

All testing shall be coordinated with the Control Room Operator.

4.

Any jumpers installed, fuses pulled, leads disconnected, relays blocked or breaker test blocks installed, during the performance of this procedure, which are not specifically covered by this proce-dure, shall be recorded in the jumper log.

5.

Operational check of damper AD-R-1C. will be checked once per cycle.

PRECAUTIONS A.

Do not use a flashlight in the SGT Room. To do so could set off the fire system. Use a finger to check for flow from the loops secle.

B.

Be sure that the train is shut down before cycling the manual bypass valves.

C.

Crack the supply valves only enough to get a small flow. Excess flow could cause water to back up into the train.

TEST EQUIPMENT A.

I. PROCEDURE

Note: Section C.

(quarterly) and Sections D. and E.

(once/ cycle) tests when due (scheduled by the Surveillance Coordinator), will be done on the same day that the monthly test is performed.

A.

SGT Train A (B) Monthly Test.

1.

Inform the Operator on panel 9-5 of the intent to perform an operability test of the SGT system.

2.

Assure that proper indication is displayed on the safety aystem status panel.

3.

Start the desired fan as per System Operating Procedure 2.2.73,.

4.

Open AD-R-1C.

5.

Turn the associated system heater on HIGH nd record the reading of the elapsed time meter on Attachment "A".

6.

This step only needs to be done for one train and only monthly.

Caution: If SGT flow reduction is indicated, immediately shut off demineralized water to loop seal and take action required to clear blockage.

Reduction of S,GT flow indicates water in the SGT flow path, Open DW-90 (off gas filter building supply shutoff).

Open DW-91 (SGT discharge pipe drain loop seal maintenance).

c.

Monitor and verify that sump pump Z auto start occurs without-reduction of SGT flow.

d.

Close DW-91.

Verify that sump pump Z stops.

e.

f.

Open DW-338 (SGT discharge pipe drain loop seal maintenance spare).

g.

Monitor and verify that sump pump Z auto start occurs without reduction of SGT flow.

Close DW-338.

Return the heater to the OFF position and allow the fans to run for approximately 5 minutes to cool down the charcoal filters, a

Record the reading of the elapsed time meter on Attachment "A".

10.

Close AD-R-1C, then return the switch to AUTO.

11.

Shut down the SGT system that is being tested as per System Oper-ating Procedure 2.2.73.

Hang a tag on the preferred fan control switch (as noted by the Surveillance Coordinator).

The preferred train will be the one next due for carbon filter analysis.

Note: Delay Steps 13. and 14. until Section C. and D. are complete j

if performance of these two sections is required.

12.

Return the heater control switch to AUTO.

13.

Return the safety ' system status panel to normal.

14.

Inform the Operator on panel 9-5 that the test is complete.

B.

SGT Train-B (A) Monthly Test.

Note: Repeat the above steps (all but Step 6.) for this section.

C.

SGT A And B Moisture Separator Drain Loop Seal (Quarterly).

Note:

Section_C. needs to be done only as sched,uled by the Surveillance Coordinator.

Caution:

a.

Crack the loop seal supply valves only enough to'get a small flow.

b.

Wear a surgeon's glove to protect from contamination of finger while checking for water flow from the loop seals.

Crack CM-643 (SGT 1A train drains loop supply) open until the loop is full.

Close CM-643 (SGT 1A train drains loop seal supply).

Close SGT-12 (SGT 1A moisture separator drain).

Crack CM-642 (SGT 1A moisture separator drain loop seal supply) open until the loop is full.

Turn the keylock switch for SGT-255AV (SGT-256AV) to OPEN.

Turn the keylock switch for SGT-255AV (SGT-256AV) to CLOSE and remove the key.

a.

Verify that the green light comes on and the red light goes out.

SGT Damper AD-R-1C Operational Check (Once/ Cycle).

Note: Section E. needs to be done only as scheduled by the Surveillance Coordinator.

1.

Operate damper AD-R-1C control switch on Bd-K to OPEN and verify that.the damper opens.

2.

Operate the control switch to CLOSE and verify that the damper closes.

3.

Operate the control switch to AUTO.

4.

Simulate high airborne radioactivity in the Reactor Building momentarily deenergizing relay RMABX in the rear of Bd-R by lif ting wire RMABX-2 from terminal 1133 in the rear of Bd-R and verify that the damper opens.

5.

Return relay RMABX back to normal by reconnecting wire RMABX-2 to terminal 1133 and verify that the damper closes.

6.

Simulate high drywell pressure / low water level by momentarily lifting the wire from terminal 39 (for isolation relay SAX) in isolation relay cabinet C and verify that the damper opens.

7.

Reconnect the wire to terminal 39 in isolation relay' cabinet C and verify that the damper closes.

8.

Simulate high drywell pressure / low water level by momentarily lifting the wire from terminal 49 (for isolation relay 5BX) in isolation relay cabinet D and verify that the damper opens.

9.

Reconnect the wire to terminal 49 in isolation relay cabinet D and verify that the damper closes.
