L2 CTS 4.8.A.2.a.l.b requires monthly DG testing at rated load. ITS SR 3.8.1.3 l specifies the DG be loaded greater than the assumed accident load. Since the assumed accident load is less than the DG rated load, the ITS allows the SR to be performed at a lower load. The proposed change is acceptable because it will remove cxcess conservatism while preserving necessary testing to ensure that accident loading requirements can be met. This change is in accordance with the NUREG.

L3 CTS 3.8.A.2.c contains Required Actions with both required offsite sources inoperable. These actions require immediate restoration of at least one offsite source or to be in Hot Shutdown within 12 hours1.388889e-4 days
0.00333 hours
1.984127e-5 weeks
4.566e-6 months
and in Cold Shutdown within the following 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
. ITS 3.8.1 Required Action C.2 allows 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
to restore at least one offsite source when both are inoperable. CTS 3.8.A.4.b contains actions when both of the emergency DGs are inoperable. The CTS for this case, requires immediate restoration of at least one DG or to be in Hot Shutdown within 12 hours1.388889e-4 days
0.00333 hours
1.984127e-5 weeks
4.566e-6 months
and in Cold Shutdown within the following 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
. ITS 3.8.1 Required Action D.1 allows 2 hours2.314815e-5 days
5.555556e-4 hours
3.306878e-6 weeks
7.61e-7 months
to restore at least one DG to operable status.

ITS Required Action C.2 Completion Time of 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
recognizes that the offsite electrical power system is not available to effect a safe shutdown and to mitigate the effects of an accident; however, the onsite AC sources have not been degraded. The remaining two operable DGs are available to maintain the unit in a safe shutdown condition in the event of a DBA or transient. ITS Required Action D.1 Completion Time of 2 hours2.314815e-5 days
5.555556e-4 hours
3.306878e-6 weeks
7.61e-7 months
recognizes that the offsite electrical power system is the only source of AC power for the plant at this level of degradation, and that the risk associated with continued operation for a very short time could be less than that associated with an immediate controlled shutdown. This allowance is in recognition that SAFETY ANALYSES certain testing and maintenance activities must be (continued) conducted, provided an acceptable level of risk is not exceeded. During MODES 4 and S. performance of a significant number of required testing and maintenance activities is also required. In MODES 4 and 5. the activities are generally planned and administrative 1y controlled. Relaxations from typical MODES 1. 2. and 3 LCO requirements are acceptable during shutdown MODES based on:

a. The fact that time in an outage is limited. This is a risk prudent goal as well as a utility economic consideration.
b. Requiring appropriate compensatory measures for certain conditions. These may include administrative controls, reliance on systems that do not necessarily neet typical design requirements applied to systems credited in operation NODE analyses, or both.
c. Prudent utility consideration of the risk associated with multiple activities that could affect multiple systems.
d. Maintaining, to the extent practical, the ability to aerform required functions (even if not meeting

() DES 1. 2. and 3 OPERABILITY requirements) with systems assumed to function during an event.

In the event of an accident during shutdown, this LCO ensures the capability of supporting systems necessary for avoiding innediate difficulty, assuming either a loss of all offsite power or a loss of all onsite (Diesel Generator (DG)) power.
