is determined by IES Utilities Inc. IES will expand its P22DOC to include a discussion of how drawing a vacuum in secondary containment is used by IES Utilities Inc to assure that the external leakage into the secondary containment is within the design bases. It is ir portant that leakage is small enough that it does not overwhelm the standby gas treatment system (SGTS), which has limits on flow to assure that the charcoal o;.. rates properly. IES will also discuss the design bases leakage from primary containment to secondary containment during a design bases LOCA and the volume of this leakage compared to the normal leakage into secondary containment.

  • RAI 3.6.1.3 The staff wants to better understar.d how primary containment integrity is determined by lES Utilities inc. IES will expand its P, DOC to include a discussion of how performing primary containment leakrate testing is used by IES Utilities Inc to assure that the leakage out of the primary containment is within the design bases. In addition they will discuss how the use of nitrogen injection serves as a day-to-day confirmation that there are no significant leaks in primary containment.
  • RAi S3.6.2.4 IES Utilities wants to drop the STS regarding containment sprays. IES claims that the sprays are not credited in design bases analyses and therefore by 10CFR50.36(c)(2)(ii), they do not meet the criteria for inclusion on the ITS. IES will provide documentation that their design bases analyses do not credit the sprays.

SUMMARY

OF TELEPilONE CALL (1/6/98) BETWEEN IES UTILITIES INC. AND THE NRC ON TIIE IMPROVED TECHNICAL SPECIFICATION (ITS) CONVERSION FOR DAEC SECTION 3.6 On January 6,1998, the NRC_ staff and IES Utilities Inc. held a teleconference regarding responses to requests for additional information (RAls) for Section 3.6 of the Duane Amold Energy Center (DAEC) improved technical specifications (ITS). The following issues were discussed:

  • Calls for resolving additional NRC staffissues will be held Mondays, Wednesdays, and Fridays at 2pm EST between appropriate Technical Specification Branch staff and IES Utilities Inc. staff.
  • RAI 3.6.1.3 The stafThas reviewed this specification and finds it acceptable as originally developed in the standard :echnical specifications (STS). The original specification calls upon the operators to cascade back to ITS 3.6.1.1 when leakage through any PCIV would result in the total primary containment leakage exceeding the allowable value (i.e., L.) for primary containment. This is to ensure that the one hour Action is entered versus the four hour Action of 3.6.1.3. IES will restore the original

- wording for Action Note 4 in ITS 3.6.1.2. (Closed)

  • RAI 3.6.1.3 The RAI deals with the issue of what is the appropriate time for action when an MSIV is either broken (8 hrs) or leaks excessively (4 hrs). The PM will discuss thejustification for the differenece in times with the tech staff. (Open)
  • RAf 3.6.1.3 IES staff sought to modify the bases to clarify 6: administrative requirements other than testing were appropriate reasons for opening primary containment isolation valves (PCIVs).- IES has agreed to drop the reference to expanding the scope of LCO 3.0.5. (Closed)
  • RAI 3.6.2.3 The RAI deals with the issue of the appropriate response when two RHR suppression pool cooling subsystems are inoperable. That is, why it is ok for the STS to limit you to 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> on the RHR side of the heat exchanger but allow you 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> on the service water side. The PM will discuss with the NRR tech staff. (Open)
  • RAI 3.6.2.1 The RAI deals with the staff's desire to fix the appropriate points for

- entering the LCO, as measured by an IRM channel, when the suppression pool temperature must meet certain limits. IES has agreed to place appropriate IRM readout ranges in the ITS in a format like the STS. (Closed)

  • RAI 3.6.1.5 The staff and IES Utilities have agreed that IES' submittal is satisfactory.

The NRR staff may decide to recategorize this RAI in its SER. (Closed)-
