INCORRECT FINAL SAFETY ANALYSIS REPORT (FSAR) DESIGNATION OFTRANSVERSINGINCOP.EPROBE(TIP) LINES The attached draft of a proposed NRC Information Notice is transmitted to you for your review and action.

We believe that the condition described in the attached draft is generically important to nuclear safety in that it demonstrates that the TIP system lines were incorrectly designated in the FSAR as lines for which 10 CFR 50, Appendix A, General Design Criteria (GDC) 55 and 56 were not directly applicable.

During a prereview of a recent replacement of an isolation ball valve (see Figure 1) in the TIP system at Duane Arnold, the Operations Review Committee concluded that the FSAR designation of GDC 55 and 56 as being not applicable to the TIP system lines was incorrect. There exists a path through a pressure relief valve (on the indexing mechanism housing) by which containment atmosphere could enter the TIP system if the primary containment became pressurized.
