I therefore appeal to you to prevent the $4-opening of this plan: under present circu= stances.
It is importan: that proper hearings on quality assurcnce and construction fits: be held.
It is also i=portant that an investigation of this facility's safety not be tainted by fabricated evidence presented by opera-
- ors with a vested interest in obtaining approval at the expense of safety.
