EQUIPMENT INSTALLATION DEFERMENT REQUEST - OYSTER CREEK j
NUCLEAR GENERATING STATION - DOCKET N0. 50-219 Enclosed is our evaluation of the request to defer plant modifications pre-viously committed to by the licensee for the Oyster Creek Nuclear Power Station.
These are installation of a remote shutdown panel and modifications to the 125 VDC Vital Power supplies. The licensee proposes to make these modifications j
during a 1984 refueling outage instead of an upcoming July 1982 refueling outage.
Our evaluation indicates that adequate procedures exist whereby a hot shutdown can be achieved from outside the control rooc., however the licensee has not yet developed procedures to reach cold shutdown from outside the control room as required by 10 CFR 50, Appendix R, Section III.G.
Based upon the Fire Protection Requirements and our evaluation of the current Oyster Creek capability to shutdown from outside the control room, we propose to accept the remote shutdown installation deferment provided the licensee can demonstrate the ability to reach a cold shutdown from outside the control room prior to the 1982 refueling outage.

The 125 VDC system circuit breaker replacement deferment is approved on the basis that the breakers are essentially identical ~ to qualified breakers.. Before the timing relay deferment can be approved, the relay function within the DC system must be identified by the licensee.
