. contains the Safety Evaluation Report (SER) regarding the containment purge / vent system design and operating practices for Oyster Creek as prepared by the Containment Systems Branch (CSB). This SER evaluates the licensee's response to our request for infonnation contained in a memorandum dated December 2,1981, from T. Speis to G. Lainas on this topic.
The purge / vent systen design and operating practices for Oyster Creek that are the review responsibility of the CSB have been found acceptable. One of the issues reviewed by the CSB made use of last minute verbal information provided by the licensee. This information, which is described more fully in the attached SER, is related to proposed modifications to prevent overpressurization of the standby gas treatment system and associated ductwork if a LOCA should occur coincident with purge / vent operations. At the request of the Oyster Creek Project Manager, J. Lombardo, the staff is issuing this SER wihout waiting for documentation of these modifications' from the licensee. 'DL is requested to confirm that the followup documentation from the licensee on this issue agrees with the proposed modifications contained in the attached SER.
The CSB has reviewed the purge / vent system isolation valve closure times, as requested by the Accident Evaluati cn Branch in a memorandum from R. W. Houston, to T. Speis, dated December 8,1982, on the subject of generic radiological analysis for MPA B-24.
The purge / vent isolation valve closure times for Oyster Creek will be less than 10 secon'ds, which we find acceptable. contains the SALP input for this SER in accordance with Office Letter No. 44.
