SUMMARY

- MEETING WITH YAECO ON DETAILED CONTROL ROOM DESIGN REVIEW (DCRDR)

A meeting was held on January 28, 1986 between members of the NRC staff and personnel from the Yankee Atomic Electric Company (YAEC). The purpose of the meeting was to discuss the NRC comments on the Yankee DCRDR Summary Report that were identified in a letter from J. W. Clifford to G. Papanic, Jr. dated January 13, 1986. A list of attendees is provided in the Enclosure.

The meeting was opened by YAECO's Project Manager for Yankee, who provided a background on YAEC0 self-initiated efforts in implementing a Safety Parameter Display System and in conducting a Probalistic Safety Study. These issues are significant in that the analytic basis that was used is the same as the basis for the DCRN. The analysis for all three issues was based on an analysis of Critical Safety Functions. Additional qualitative arguments regarding the plant's design and operation were presented.

Specific comments from the staff's January 13, 1986 letter were discussed.

Based on the discussions, the licensee committed to address the following issues in a revised DCRDR Summary Report:

1. Describe the involvement of personnel with Human Factors expertise in evaluating the integration of human engineering discrepancy (HED) corrections into the control room;
2. Provide documentation to fully describe the task analysis process;
3. Provide additional discussion on how information and control requirements were identified for the specified tasks,. This discussion should address programmatic issues, and is not intended to include a task by task description;

4. Provide additional discussion on those sections of the control room survey that were omitted from the summary report, and describe how the omitted sections were completed;
5. Describe the resolution of the circulating water pump switches / lights HED; 6.

Describe the integration efforts, including of HED resolution plant operations and other with design other ongoing (e.g.

changes SPDS);

7. For those 19 HEDs for which the determination was made that correctional benefit was not supported by cost, provide a qualitative discussion of how that determination was made. Provide any supporting quantitative information that may also be available;
8. Describe the process and guidelines used in developing detailed solutions to the HEDs;
9. Provide representative forms and backup findings that reflect the process used in documenting and evaluating HEDs;
10. Provide the resolution of those HEDs that are still being evaluated, along with a proposed implementation schedule;
11. Describe how HED corrections will be evaluated for likelihood of introducing new HEDs;
12. Expand the summary report description of the relationship between the validation / verification of HEDs, and the review team's evaluation of detailed solutions;
13. Provide a description of how YAEC's approach to analysis of emergency operations has provided integration of related improvement programs;
14. Expand the description of corrective actions for those HEDs for which the NRC had comments.
15. Provide a response to the NRC recommendations that YAEC expand efforts to evaluate operator traffic flow patterns, and expand the review of operating experience.
