MEETING
SUMMARY
-MEETING WITH YAEC0 ON SEP SEISMIC ANALYSES A meeting was held on January 23, 1986, at the request of the licensee, between members of the NRC staff and personnel from the Yankee Atomic Electric Company (YAEC) and its consultants from CYGNA corporation. A list of attendees is provided as enclosure 1.
The purpose of the meeting was to identify the issues that need to be resolved to complete the evaluation of the Yankee seismic design under the Systematic Evaluation Program (SEP). A draft list of questions was used as the focal point of the meeting discussion. The formal list of questions will be sent to the licensee in the near feature.
After introductory remarks by the licensee's project manager, a presentation was m de of all the SEP related modifications at Yankee. The draft questions were then discussed. The NRC staff stated that the list was not complete, since the methods and criteria used by YAEC in its seismic analysis may affect the existing questions. Personnel representing YAEC identified proposed actions for dealing with each question. The NRC staff provided clarifications for various questions, including use of damping in the seismic analysis, and how various spectra were applied.
Following the discussion of the questions, the licensee's project manager proposed a series of technical review meetings to address specific aspects of the remaining seismic SEP issues. The first meeting was tentatively scheduled for the week of February 24, 1986, to discuss the spectra and criteria used by YAEC in addressing the seismic design for the Yankee Plant.
A number of commitments were made at the meeting. The NRC committed to forward a formal list of questions regarding the remaining unresolved SEP issues by January 31, 1986.
In addition, the NRC committed to forward the contractor report on the evaluation of the seismic design of structurer.
The licensee stated their strong desire to resolve the SEP issues. A preliminary completion date of June 1,1986 was proposed by the licensee. The licensee stated that he will provide whatever resources are necessary to 8603140161 960310 DR ADOCK O 29 DR

l resolve the SEP issues in a timely manner. The licensee committed to provide copies of viewgraphs to be used in the various presentations before each meeting to assist the staff in its preparation for the meetings. The first meeting is to include an overview of structures and systems analyzed, including a definitive list of safe shutdown components, along with a listing by groups of the spectra and criteria used in the licensee's evaluation.
The meeting ended with the recognition by both NRC and licensee personnel that timely resolution of all remaining SEP issues should be aggressively pursued while the resources for both organizations were available.
