SUMMARY

ON SYSTEMATIC EVALUATION PROGRAM (SEP) SEISMIC REVIEW (TOPIC III-6)

A meeting was held on April 8 through April 11, 1986 between members of the NRC staff, personnel from YAEC, and their respective consultants at the CYGNA corporate offices in San Francisco, CA. The meeting is the second of four planned technical meetings being held to resolve the Yankee seismic analysis for SEP topic III-6. A list of attendees is provided in Enclosure 1.

The meeting focused on responses to NRC questions dealing with seismic analyses for the Yankee structures, systems and components. The meeting agenda is provided in Enclosure 2.

The meeting was conducted in three parts. The first day was spent discussing the methods and criteria used in analyzing the site structures, focusing primarily on the issues identified in a letter dated March 14, 1986 from J. W. Clifford to G. Papanic, Jr.

During the second day, the discussions focused on the analysis methods and criteria used for piping systems.

In addition, the staff started the third part of the meeting which involved an audit of the licensee's calculations and documentation of the seismic analyses of structures.

The remainder of the week was spent auditing the licensee's calculations and documentation of their seismic analyses for both structures and systems.

The documents used in the licensee's presentation are provided in Enclosure 3.

These documents also served as a basis for discussion of the licensee's seismic evaluation program, and of their responses to staff questions. consists of the following sections:

Update of the Sumary of SEP Topic III-6 NRC questions.

Update of the Summary of Work Performed to Address SEP Topic III-6.

3.

Copies of viewgraphs documenting Yankee responses to staff questions on structure's seismic analysis.

Discussions regarding the analysis of the Diesel Generator (DG) building were deferred to allow the staff time to evaluate whether or not the DG building and the equipment contained within the DG building, is considered part of the Yankee Safe Shutdown Scope (SSS).

If the DG building is to be considered part of the SSS, the analysis will be discussed at a future meeting.

If the DG building is not part of the SSS, there will not be any further discussion of its analysis.

A number of commitments were made during the discussions.

1.

YAEC is to formally submit a letter dated April 20, 1983 from B. W.

Holmgren to E. Van Stijgeren that includes the Yankee Ultimate Soil Bearing Capacity Report. This letter is needed to document a number of assumptions used by YAEC in its seismic analysis.

2.

YAEC is to formally submit documentation detailing the seismic analyses for the Dedicated Safe Shutdown System, Dedicated Safe Shutdown Building, and Block Walls.

3.

YAEC is to provide a tabulation of damping values used in the seismic analysis of each system and component.

The staff and YAEC agreed that the staff would document its review in one SER, instead of two SERs as previously agreed to. The SER will cover both the methods / criteria and the analysis review. This change is a result of increased efforts by both the staff and YAEC to complete the review and any necessary additional work for the SEP seismic issue.

The NRC staff identified the structures and systems to be included in its confirmatory analysis. These are: (a) one loop of the reactor coolant system piping; (b) the dedicated safe shutdown system; and (c) the primary auxiliary building (PAB). The staff confirmatory analysis will use the NRC site specific spectra, and the results compared to NRC functionality criteria to determine accept-ability of the analysis results.

YAEC agreed to ensure that these structures and systems were analyzed using both NRC site specific spectra and Y'ankee Composite Spectra (YCS), with the results available for staff review.

YAEC agreed to provide the ground time history (three components) and the floor response spectra for the structures and systems that will be subject of these confirmatory analyses.

The staff will complete its evaluation of the adequacy of the Yankee SSS, and inform YAEC as soon as the staff evaluation is completed. This evaluation will include a review of possible seismic coupling between the DGB and the PAB.

The next meeting in this series was set for the week of May 19, 1986, with a site visit on 19 May, and a continuation of the meeting in Framingham on 20-21 May 1986, at the YAEC corporate headquarters.
