-(TAC N0.66993) g this meeting was held on March 7,1989 in Rc.:kvilla, Maryland to discuss the NRC concerns with the licensee's submittal of January 5,1988 regarding their proposed modification to the Flecht correlation, for use in the Yankee Rowe LOCA analyses.

E The licensee provided the information in the January 5th submittal, per his statement, to improve the LOCA reflood models and to attain an approximate 3%

increase in margin in his linear heat generation rate. The results would be, if the NRC ap.oroves the requested changes, used to provide more flexibility in core oparations.

In its currently approved LOCA model, the licensee used data available for 15x15 fuel bundles; however Yankee Rowe uses 17x17 fuel. The licensee appiled a 0.8 multiplier to the 15x15 data to make it applicable to their 5 17x17 fuel. The proposed modification is based on 17x17 data and will elivinate the need to apply a 0.8 multiplier. In addition a new steam cooling model was proposed.

The NRC has previously approved the licensee's new steam cooling model, for use in the LOCA analyses. However, in our current review of th.? Flecht correlation, the staff will prepare a new unified SER that will readdress steam cooling.

The staff expressed a concern th6t the data ranges in the submittal were very narrow and as a consequence gaestioned whether the correlation held for all values of the reflood rate, clad temperature and power. We also asked the licensee to demonstrate that the correlation has the_same trends as the data.

The data set represents only five points. We sucgested that more benchmarking may be required to verify the model; the licensee agreed to provide this additional benchmarking.

A second concern of the staff was that hydraulic diameter and rod size in the data are different from those actually used in the Yankee Rowe core and that the applicability of the available data must be demonstrated. The licensee agreed to provide this tiemcastration.

Lastly, we were concerned about height correlation of the data as the Rowe core is only 7.6-feet in height while the data is from 12-foot rods. The licensee stated that their model accounts for this effect and was considered in their new correlation.
