VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT 2 PROPOSED TECHNICAL SPECIFICATIONS CHANGE AMENDMENT RELAXED POWER DISTRIBUTION CONTROL In our letter dated December 10, 1984 (Serial No. 683), we presented topical report VEP-NE-1, " Relaxed Power Distribution Control Methodology and Associated FQ Surveillance Technical Specifications," to the NRC staff for review. Following that, we proposed to implement Relaxed Power Distribution Control for North Anna Unit 2, Cycle 4 We proposed this with our request for an amendment, in the form of changes to the Technica; Specifications, to Operating License No. NPF-7 for North Anna Power Station Unit 2 in our letter dated September 26,1985 (Serial No.85-655).

Based on their review of our topical report, your staf f has provided us with guidance regarding certain features that should be incorporated into the Technical Specifications that accompany the implementation of Relaxed Power Distribution Control. We have made certair. changes and are amending our previous request to change the Technical Specifications.

Enclosed as Attachment 1 are the proposed Technical Specifications. A discussion of the proposed changes is given in Attachment 2, and the Core Surveillance Report required by those changes is included as Attachment 3.

Please note that minor modifications have also been made to the material in Attachments 2 and 3 based on guidance from your staff.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and by the Safety Evaluation and Control staf f.

It has been determined that this request does not involve any unr viewed e i safety questions as defined in 10CFR50.59 or a significant hazards  !
