VIRGINIA ELEGIBIC AND POWER COMPANY-NORTH ANNA M'/ER STAILON UNITS 1 AND 2 PROPOSED TECOlilCAL SPECIFICATION CHANGES TURBINE VALVE SURVEILLANCE FREQUENCY Pursuant to 10 CFR 50.90, Virginia Electric and Power Company requests amendments, in the form of changes to the Technical Specifications and to Facility Operating License Numbers NPF-4 and NPF-7 for North Anna Power Station Uni's 1 and 2, respectively. The proposed Technical Specification changes will permit quarterly t testing of the turbine govemor and throttle valvas. A discussion of the proposed Technical Specification changes is provided in Attachment 1 and the proposed Technical Specification changes are provided in Attachment 2.

The proposed Technical Specification changes have been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Management Safety Review Committee, it has been determined that the Technical Specification changes do not involve an unreviewed safety quest!cn as defined in 10 CFR 50.59 or a ,

significant hazards consideration as defined in 10 CFR 50.92. The basis for our determination that the changes do not involve a significant hazards consideration is provided in Attachment 3.

Attachment 1 contains information that is proprietary to Westinghouse Electric Company. This is supported by an affidavit (Attachment 4) signed by H. A. Sepp, Manager - Regulatory and Licensing Engineering, Westinghouse Electric Company.

This affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission, and addresses the considerations listed in 10 CFR 2.790. Accordingly, it is requested that Attachment 1 of this letter, which contains information proprietary to Westinghouse, be withheld from public disclosure in  !

accordance with 10 CFR 2.790. In compliance with the guidelines of NUREG-0390, a '
