Amendment No. 219 License No. NPF-4 1.

The Nuclear Regulatory Commission (the Commission) has found that:

A.

The application for amendment by Virginia Electric and Power Company et al., (the licensee) dated July 28,1998, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (ths Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I;

- B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

Accordingly, the license is amended by changes to the Technical Specifications as e ficated in the attachment to this license amendment, and paragraph 2.D.(2) of Facility Operating License No. NPF-4 is hereby amended to read as follows:

Technical Specifications The Technical Specifications contained in Appendices A and B, as revised through Amendment No. 219, are hereby incorporated in the license. The licensee shall operate the facility in accordance with the Technical Specifications.

This license amendment is effective as of its date of issuance and shall be implemented within 30 dayr of issuance.

l CONTAINMENT SYSTEMS l

CONTAINMENT RECIRCULATION SPRAY SYSTEM SURVEILLANCE REQUIREMENTE 4.6.2.2.1 Each containment recirculation spray subsystem and casing cooling subsystem shall be demonstrated OPERABLE:

a. At least once per 31 days by veriffing that each valve (manual, power operated or automatic) in the flow path that is not locked, sealed or otherwise secured in position, is in its correct position.
b. Verify each RS and casing cooling pump's developed head at the flow test point is greater than or equal to the required developed head. The frequency shall be in accordance with the Inservice Testing Program.
c. At least once per 18 months by:
1. Verifying that on a Containment Pressure High-High signal, each casing cooling pump starts automatically without time delay, and each recirculation spray pump stans automatically with the following time delays: inside 195 i 9.75 seconds, outside 210121 seconds.
2. Verifying that each automatic valve in the flow path actuates to its correct position on a containment pressure high-high test signal.
d. At least once per 10 years by performing an air or smoke flow test through each spray header and verifying each spray nozzle is unobstructed.

4.6.2.2.2 The casing coolant tank shall be demonstrated OPERABLE:

a. At least once per 7 days by:
1. Verifying the contained borated water volume in the tank, and
2. Verifying the boron concentration of the water.
b. At least once per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> by verifying the casing cooling tank temperature.
