VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT 2 PROPOSED TECHNICAL SPECIFICATIONS CHANGE Pursuant to 10 CFR 50.90, Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating License No. NPF-7 for North Anna Power Station Unit 2.
In our letter dated December 10, 1984 (Serial No. 683), we presented topical report VEP-NE-1, " Relaxed Power Distribution Control Methodology and Associated FQ Surveillance Technical Specifications," to the NRC Staff for review. VEP-NE-1 describes the methodology, abbreviated RPDC, for widening the allowable Axial Flux Difference bands from the current
+/-5% about a target value. We propose to implement RPDC for North Anna Unit 2, Cycle 4 with limits of (+6%,-15%) at 100% power and (+20%,-28%) at 50% power. Attachment 1 provides the proposed Technical Specifications changes.
These changes will provide additional operating flexibility, particularly during return-to power after trips near end-of-cycle. A discussion of the proposed changes is given in Attachment 2, and the Core Surveillance Report required by those changes is included as Attachment 3.
As has been discussed with members of your staff, we request that these changes be approved by February 1, 1986 with an implementation date of February 15, 1986. This will allow us to have RPDC in place for the last two months of North Anna 2, Cycle 4 (currently the scheduled shutdown date is April 11, 1986) when it ir needed most, and also allow us sufficient time to implement the suppotthg programs.
This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and by the Safety Evaluation and Control staff.
It has been determined that this request does not involve any unreviewed i
safety questions as defined in 10CFR50.59 or a significant hazards consideration as defined in 10CFR50.92.
