Dear Mr. Stolz:

On April 3, 1985 (Serial No. 1137), The Toledo Edison Company (TED) committed to submit a realistic implementation schedule for fire protec-tion modifications to be completed through the end of 1986. Attached to this letter is a list of the Facility Change Requests (FCR's) currently identified for completion at the end of the fifth refueling outage pre-sently scheduled to begin in September / October 1986.

As previously identified in our letters of September 6, 1984 and April 3, 1985 (Serial No's. 1076 and 1137), TED has completed the prioritization of the identified FCR's.

The attached list of 24 FCR's has been prioritized as the "most important to nuclear safety" modifications required to achieve full compliance with 10 CFR 50 Appendix R.

These FCR's will be implemented by the completion of the upcoming (fifth) refueling outage.

TED will accelerate our actions in order to achieve compliance with Appendix R prior to the end of the sixth refueling cycle as compared to our previous commitment of the seventh refueling cycle. We will promptly notify you in writing of any change to this commitment.

It should be noted that the attached list consists of FCR's in conceptual design, in detailed design and some which are being implemented.
