Dear Mr. Eisenhut:

The Toledo Edison Company (TED) submitted to you on September 13, 1983 (Serial No. 986), an evaluation and plan to address the audit findings identified during the Nuclear Regulatory Commission (NRC) 10 CFR 50 Appendix R Audit performed at the Davis-Besse Nuclear Power Station, Unit No. 1 (DB-1). Within that submittal, a schedule for planned task com-pletion was developed and provided based on TED's understanding of the findings identified at the July 29, 1983 Audit Exit Meeting.

' On September 23, 1983, the Restart Safety Evaluation Report (Log No. 1375) was issued, accepting the planned short and long term activities initiated yyToledoEdisonCompany.

To date, all scheduled task completion dates stipulated in the September 13, 1983 submittal have been met. Efforts have been initiated to ensure that all cognizant individuals are fully aware of the status of our activities. A program status review meeting was held with our NRC Project Manager, Mr. Al DeAgazio, on November 4, 1983. Program status and specific task completion information was discussed and provided to Mr. Fred Maura, NRC, Region III, Fire Protection Audit Team Leader.

Significant progress is being made toward task completion. This progress has allowed TED to better identify the level of continuing effort and man-power requirements necessary for full resolution of all findings. Various supporting tasks and an increased internal verification and review efforts have been established. These increased efforts have limited available manpower and make it necessary to expand the original schedule to ensure adequate task completion in certain areas. The additional time necessary, beyond those dates provided in the previous submittal, is to ensure high quality task completion. Those tasks identified for submittal in the Festart Safety Evaluation Report, (Task 1, 2, 3, and 5), and additionally Task 7 (BTP 9.5-1 Review),

are being formulated as one volume to dacument the identified findings with their resolutions and to supplement and complement the DB-1 Fire llazards Analysis Report which is undergoing revision. The document will detail the DB-l's capabilities and compliance with 10 CFR 50, Appendix R.

The time extension will additionally permit TED to develop the document as a single source of DB-1 commitments relative to Fire Protection.

Through performance of the damper test program development, additional findings have been identified concerning fire dampers. Resolution of these findings have impacted the testing and modification identification effort to support the program development. These findings have been discussed with your staff. TED's intent is to continue the plan development as identified in our September 13, 1983 submittal (Serial No. 986), while incorporating the concerns identified in the IE Information Notice 83-69,

" Improperly Installed Fire Dampers at Nuclear Power Plants". For these reasons, the need to extend this task completion date was identified and is shown in Table 1 (Attachment 1).

The previously submitted schedule was prepared ni considering the final-ized review and document preparation necessary for a formal NRC submittal.

This has also impacted the need for the time extension. Following receipt of the Audit Inspection Report, refinement of plans, schedules, and dates may be necessary to ensure that an appropriate response to the findings is prepared. TED considerc that the extension of time for task completion will not detract from the existing ability to adequately protect the health and safety of the public in the event of a fire at DB-1.
