7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-346 THE TOLEDO EDIS0N C0?iPANY AND THE CLEVELAND ELECTRIC ILLUMINATING COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Conmission (the Commission) has issued fcendment No. 34 to Facility Operating L'icense No. NPF-3, issued to The Toledo Edison Company and The Cleveland Electric Illuminating Company (the licensees), which revised the Technical Specifications for operation of the Davis-Besse Nuclear Power Station, Unit No.1 (the facility) located in Ottawa County, Ohio.

The amendment is effective as of its date of issuance.

The amendment modifies the Technical Specifications to reflect modifi-cations of the Fire Detection Instrumentation recently completed at the facility.

These Technical Specification revisions delete the old Fire Detection-System and incorporate the new Fire Detection System in the Limiting Conditions for Opera-l tion and the Surveillance Requirements.

The application for tne amendment complies with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.

The Commission has made' appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

was not required since the amendment does not involve a significant hazards con-sideration.

The Commission has determined that the issuance of this amendment will not result _in any significant environmental impact and that pursuant to 10 CFR I 51.5(d)(4) an environmental impact statenant or negative declaration and environ-8012240/00

mental impact appraisal need not be prepared in connection with the issuance of this amendment.
