' l REPORT OF INTERVIEW i WITH l DALE J. KREISMAN i i KREISMAN was interviewed on August 1, 1995, at his office at Miniature Machine Corporation (MMC), 606 Grace Avenue, Fort Worth, Texas, by Nuclear Regulatory Commission (NRC) Senior Investigator Virginia Van Cleave. KREISMAN provided I the following information in substance. I He is an engineering consultant and owner of Consultech International Inc., a l Nevada corporation. He lives in Reno, Nevada. On February 3, 1995, he i purchased 51 percent of MMC. Through his interest in weapons, he became acquainted with MMC, believed it was a good product, but the company was in a financial predicament and in need of " business know how." His initial l involvement with MMC was to draft a proposal to Glock to put MMC sights on '
Glock weapons, but such an agreement never materialized. He noticed a high i level of interest expressed in MMC products at the " shot show" in Las Vegas, l Nevada, during the third week of January 199 he decided t into the i 7

They are adjustable, so one can use different types of ammunition while l utilizing the same sight. Besides MMC, only Bomar manufactures fully i adjustable sights, but they are vulnerable to destruction and not as good as j those manufactured by MMC. MMC's sights are small, low profile, snag free, durable, fully machined, and heat treated to Rockwell 40.
MMC was formed in 1959, but after the owner died in 1990, the company foundered. Ashley EMERSON was hired and began designing new products.
Approximately 80 percant of MMC's business is gunsights although they sell a few other products such as metal and wood check rings. MMC optimizes the sight design for each make of weapon, currently offers the Colt 1911, Glock, and Heckler and Koch USP [NFl] sights, and will be adding Sig Sauer sights within the next 90 days. These pistol sights are offered in all black, white dot or outline, and with tritium inserts provided by Innovative Weaponry, Inc.
(IWI). MMC also offers tactical shotgun sights, but these do not yet have a tritium option. MMC is currently working on a tritium option for the front shotgun sight and hopes to have it available shortly.
KREISMAN explained that he first met IWI representatives, specifically Ken WILSON, Consultant, and David GREGOR, IWI President, at the " shot show" in Las Vegas. Shortly after the " shot show," MMC had night sight prototypes manufactured and provided by IWI, Heprolight, and Trijicon Inc., the three sources of night sights in the United States. The pricing of the three companies was similar, but KREISMAN determined he wanted a white outline around the inserts, which was only available from IWI, which utilizes white PVC around the tritium insert to provide greater reflectivity.

KREISMAN said he considered getting an NRC license for MMC to purchase and insert the tritium, and he spoke with Susan GREENE, NRC Health Physicist, the State of Texas Office,of Radiological Control, and suppliers.of tritium located in Israel and South Africa. He determined he had "enough to do" t ying to build MMC, and.it would be easier to purchase tritium inserts.
GREGOR provided gunsight dimensions, specifications, and tolerances to KREISMAN, which he [GREGOR] said the sights had to meet to be within NRC requirements. MMC incorporated this data into MMC's gunsight designs and drawings and provided the drawings to IWI. MMC and their subcontractor, Horizon Technological Industries Inc., does all the machining, including engraving H-3 and P-T on all the gunsights. MMC provided Horizon with the dimensions, specifications, drawings, etc. and for the last 2 months, Horizon has been manufacturing all MMC's sights. Horizon manufactures the sights, sends them to MMC for quality control checks, and MMC sends them to IWI for tritium insertion. IWI returns the sights to MMC which performs quality control checks and forwards the night sights to Horizon for final assembly.
HMC has recently begun performing some assembly in-house. KREISMAN emphasized that it is extremely difficult to manufacture MMC sights which would make it difficult for anyone unauthorized to manufacture them.
MMC uses IWI as their sole source of tritium inserts. There is no written contract between IWI and MMC, only a verbal agreement. KREISMAN said he had problems dealing with IWI personnel, and in late March or early April 1995, he raet WILSON at a Dallas restaurant to discuss the arrangement between MMC and IW1. M that time, MMC had only received a few sights for evaluation purposes. He said WILSON was "up front" with him and explained IWI had problems with financing, with obtaining tritium inserts, and with the NRC.
WILSON told KREISMAN that IWI had recently located a high quality source of tritium in South Africa, and they did not expect a break in production when they switched from SRB Technologies, Inc. (SRB), their current supplier, to the new supplier. KREISMAN said WILSON told him IWI had "some additional permitting" to do before they could accept receipt of the South African tritium, but they had recently received a lLrge quantity from SRB that they believed would last until they "transitioned" to the South African supplier. t KREISMAN said WILSON did not elaborate or explain what he meant by " additional '
permitting," and he [KREISMAN) did not ask him.
j KREISMAN said MMC currently sells a few hundred gunsights a month, but they i hope to eventually sell several thousand sights a month. KREISMAN, after '
speaking with C. Thomas D0DGEN, MMC Controller, said MMC had not received any sights from IWI within the last week or so, but MMC was sending several hundred sights to IWI tomorrow [ August 2, 1995] for tritium insertion. In '
addition to receiving MMC manufactured sights with tritium inserts from IWI, MMC had purchased some front sights manufactured by IWI. KREISMAN explained that it was the rear gunsights that were all machined by MMC and were patent ,
1 pending, but MMC purchases some front sights from other manufacturers. MMC's current proprietary sights are rear sights, but they are currently designing 3
front sights, which will also be proprietary and patented. MMC had recently
" tooled up" to manufacture front sights and will soon be manufacturing them. '

r KREISMAN said he telephoned GREGOR after the reporting investigator's initial visit to MMC and askeu "what was going on." GREGOR told him IWI had shut down all production for 1 week to ensure that IWI was in accordance with all their permits and to try to separate SRB and the South African tritium inserts since IWI could not distribute the South African tritium. Several days later [NFI),
GREGOR telephoned him [KREISMAN] and told him IWI had green and yellow inserts from SRB, which they could continue providing to MMC, but there were no orange I or red inserts available from SRB. GREGOR said he had attempted to purchase
- more tritium inserts from SRB, but they had raised their price 1,000 percent and were trying to drive IWI out of business since they would be their direct I
competitor after SRB received its NRC license.
KREISMAN said he was very concerned about this situation because MMC will be in jeopardy as a viable company if they cannot obtain tritium inserts from IW1. He telephoned GREENE to express his satisfaction with the South African inserts, IW1 personnel, and to find out the status of IWI's NRC license.
INVESTIGATOR'S NOTE: At the reporting investigator's request, KREISMAN said he would provide MMC drawings of all gunsights they ship to IWI for tritium insertion. The individual who handled that, EMERSON, was not in the office, but VRE'SMAN said the drawings would be brought to the NRC offices on August 2, 1995.
