SUBJECT:

Telephone Conversation with William Floyd I telephoned Bill Floyd with the New Mexico Environment Department today, and he told me he (state of New Mexico) conducted an inspection of IWI on July 20, 1995.

They found what he characterized as a fairly large quantity of tritium inserts at IWI's facility.

He said IWI admitted some of them were received i

from Lumitech in South Africa.

He said he looked at the tritium inserts but could not tell which were from SRB Technologies, Inc. and which were from I

Lumitech.

IWI is not authorized to possess tritium inserts from Lumitech and Floyd found them to be in violation of their New Mexico license.

Floyd said he spoke with Ken Wilson, consultant, and David Gregor, President and Radiation Safety. Officer of IWI, who told him they had mailed an amendment request to the state of New Mexico so thought they were authorized to possess the tritium inserts.

Floyd reiterated to me that the state of New Mexico never received this amendment request. He said he told them that even if the state had received the request, IWI would not have been authorized to possess the tritium inserts until the license amendment had been issued.

Floyd said the only other violation he. identified was a lack of inventory of tritium sales.

He said he does not know how many tritium inserts were on hand at IWI.

They told him they had " voluntarily" discontinued sales of tritium night sights because they hau mixed the inserts from SRB and Lumitech together and could not tell the difference between them.

Floyd said IWI had a lot of boxes stacked up in a store room that they said contained packaged night sights that they were not sending out until the NRC authorized the Lumitech inserts.

Floyd said the state of New Mexico was going to amend IWI's license, probably by the end of this week, to authorize them to possess the tritium inserts from Lumitech. They plan no further action.
