1 June 23, 1995 HEMORANDUM T0: File #4-95-022 MEMORANDUM FROM: Virginia Van Cleave, Senior Investigator

SUBJECT:

Telephone Conversation with SRB Technologies On June 23, 1995, I telephoned Brian Pullen, President of SRB Technologies, Inc., Winston-Salem, North Carolina (910-659-2610), ional informati rit to IWI 'JC l

l Pullen advised that he had been at a large gun show in Las Vegas, Nevada, earlier this year where also present was an individual claiming to represent a South African company selling tritium light sources. This individual was attempting to sell these sources to participants at the gun show and, since this would be a direct competitor of SRB, Pullen noticed him. Pullen said shortly after the gun show, someone with Arotek, Ltd. in Washington, contacted him and asked him if he was aware of this South African company. This 1 individual also told Pullen that he had contacted the South African representative and received a facsimile from them stating they could not sell to him but suggesting that he contact IWI, their sole distributor in the United States. Pullen said he obtained a copy of this facsimile which he would attempt to locate and sent to me, and he would also attempt to determine 4 I

the name of the South African company actually manufacturing the tritium inserts.

Pullen said he believes IWI is purchasing tritium inserts fran; this South African firm because they had not purchased any tritium inserts from SRB since the end of 1994. He said after he received the information on the South African company! he telephoned Dave Gregor, current President of IWI, and asked him if IWI would be purchasing in the future from SRB. Pullen said he never received an answer to his question.

Pullen said he was concerned because, when he spoke with Ken Wilson at the gun show, he determined that "these guys at IWI know nothing about tritium." It was also apparent to him that they did not understand (NRC] regulations. He said it was possible IWI believed they had found a cheaper source of tritium and did not know they were violating NRC requirements by purchasing from the South African company.

I received a FAX from Pullen of a FAX on letterhead of Ramrod Manufacturing Ltd., South Africa, signed by Marc Ager, Director. This letter, dated February 10, 1995, stated that Ramrod could not sell to Arotek because they Case No. 4-95-022 Exhibit M Page I ot2--

[Arotek) did not possess the requisite NRC license. Ager said he forwarded Arotek's inquiry to IWI, a company that Ramrod had appointed as its sole agent in the United States, and also requested that Gregcr contact Arotek.
