I MEMORANDUM T0: File #4-95-022 MEMORANDUM FROM: Virginia Van Cleave, Senior Investigator  !

SUBJECT:

Telephone Conversation with William Floyd, Program Manager, New Mexico Environment Department, Radiation Licensing and (

Registration Section I spoke with Susan Greene today, and faxed me a copy of IWI's New Mexico  ;

possession license and what appeared to be a possible amendment request for this license. Contrary to what Greene had told me earlier, the New Mexico i' license did not appear to authorize IWI to possess tritium from anyone other than SRB Technologies. I later received a FAX from Dave Gregor, current President of IWI, stating that it was "possible" that Lumitech tritium inserts i had gotten mixed in with SRB inserts and been distributed. l 1 telephoned Bill Floyd with the state of New Mexico after speaking with l Bob Doda. Floyd said the latest New Mexico possession license for IWI was the one dated December 16, 1994, which authorizes them to possess only tritium )

inserts from SRB. I faxed him the three page document that appeared to be an amendment request. He said this is on their amendment request form, but the '

state of New Mexico had no record of ever receiving this document nor did they act on any kind of request by IWI to possess Lumitech tritium inserts. I i

Floyd said they needed to take immediate action since'IWI appeared to be in l possession of unauthorized tritium inserts and said he would conduct an i inspection of IWI on Thursday (July 20, 1995). I told him we (01) had an j ongoing investigation into IWl's distribution of unauthorized night sights and i asked him to contact me as soon as possible with the inspection findings.
