ALLEGER'S COMPLAINT RE: BIG ROCK POINT VALVE TAMPERING INCIDENT (50-155) (AMS N0. RIII-87-A-0042)

On March 21, 1988, the alleger in the Big Rock Point valve tampering incident / allegation (AMS No RIII-87-A-0042) telephoned Region III Security Inspector Gary L. Pirtle to complain that Region III had not informed him of the NRC's resolution of his concerns. Pirtle's memorandum, documenting the March 21, 1988 information, is enclosed.

The Region III Investigation and Compliance Specialist wrote to the alleger on November 23, 1987, and informed him of the resolution of his other concerns.

In that letter, he was also informed the valve tampering issue was still under review by the Nuclear Regulatory Commission. At that time the matter had been l referred to the Office of Investigations; however, 01:RIII has subsequently returned the matter to Region III. The issue is still under review by Region III.

The Enforcement and Investigation Coordination Staff in conjunction with the t

Safeguards and Security Section reviewed the inspection report pertaining to the valve tampering incident / allegation and determined that a portion of the report can be sent to the general public. However, another section of that report remains exempt from disclosure since that section contains Safeguards In forma tion. By separate correspondence the Enforcement and Investigation Coordination Staff has mailed the publicly available portion of that report to the alleger.
