i SEQUENCE OF EVENTS j e 2/05/87 - FMS employee was scheduled to rotate out of BRP due.to exposure. Empressed dispicasure with various CpCo Supervisors.  ! 2/06/87 - FMS employee assigned to work in the Recirculating Pump Room at 2/07/87 BRP. 2/07/87 - Two Auxiliary Operators noticed " graffiti" at various locations in the Reactor Building. They reported their finding to their supe rvi so rs . , 2/09/87 - Operations Supervisor and A0 entered Recirculating Pump Room and found personnel threatening messages. These were reported in a letter to the Plant Superintendent on 2/13/87. 2/13/87 - FMS cmployee requested to leave site and " badge pulled" pending further investigation. 2/18/87 - Letter f rorn Plant Superintendent to FMS Management recommends restriction of FMS employee to work at nuclear plants. 2/20/87 - FMS employee discharged per disciplinary action policy at CPCo. 3/13/87 - Further investigation to support the Presidential llearing discovered-that the FMS employee had worked on CV-4050, which had experienced leakage. The loose packing gland could not be substantiated as intentional tampering but. rather poor performance. 3/18/87 - Presidential llearing conducted, utilizing the " graffiti" and problems with CV-4050 as basis for employment termination. 3/23/87 - Presidential llearing decision received supporting the discharge of the FMS employee. CONCLUSION During an Enforcement Conference in Region III on 11/18/85, NRC expressed concerns regarding lack of management control over activit.ies of offsite-workers, citing examples of earlier " graffiti" incidents. Big Rock Point Management felt they took appropriate actions in dealing with incidents in 1987. Prompt. investigation and terminat. ion took place in accordance with Company policies. Although BRP M nagement used.the problems associated with CV-4050 as supporting evidence of poor performance, " intentional tampering" could not-be substantiated, which would have required " legal" actions.
