Accord-ing to Jersey Central, the testing of the isolation condenser isola-tion valve was a routine test.

The issue of the failed flexible connection in the air compressor discharge line may not be " dead".

Mr. Carroll indicated that there is no requirement for testing the safety valves on that line.

T. Young and myself arrived at the site while the principal staff was out to lunch. The guard was reluctant to let us in; how-ever, someone authorized him, by telephone, to admit us through the' gate. Then there was a problem of entry into the building. The shif t foreman admitted us, but wanted us to wait for Mr. McCluskey. We in-sisted that we couldn't wait and he agreed to descr1be the abnormal occurrences involving the failure of the instrument air system, and to show us the equipment. As soon as Mr. J. Carroll returned, he as-sumed responsibility for us.

Due to the time available and the lack l

of familiarity with the plant, we needed someone to escort us, so we did not attempt to go anywhere unescorted.

Description of Particular Event or Circumstances:

Mr. McCluskey stated that the floor drafn collector tank level started increasing more rapidly than normal durina the 12 - 8 65 shif t on December 11.,1971.- An investigation was initiated but the source of leakage was not deternined until early on the 8 -

4 shift. The plant was shutdown af ter it was deternined that the leak was not isolatable with the plant operating. The shut-down began at 12:12 p.m. and the plant was of f line at 5:41 p.m.

The failure occurred in a 3/4" line that vents the isolation con-densers to the north main steam header downstrean of the main steam isolation valves. The break was in a section of line between a 3/4" shutoff valve and the main steam header. The shutoff valve is lo-cated in close proximity to the main steam header. A part of a broken pipe hanger was found on the floor under the break.

Action __by Licensee:

The break was repaired, another pipe hnncer was installed at a dif-ferent location, and the plant was brought on line at 11:00 a.n.

December 12,1971. Work is currently undar way to install addition-al supports to clininate vibrations in this pipe. The licensee is considering establishing a program to avstematically check all pipe hant era. The licensee plans to make a tritten report to DRL within 10 days as required by their license, q

- OYSTER CREEK 1 - BWR EXCESSIVE INVENTORY OF RADIONUCLIDES IN LIQUID WASTE TANKS

. The subject inquiry report is forwarded for action.

The action requested is_as follows:

1.

Discuss this matter with DRL with the intent of obtaining agreement that JCP&L'was, and is, in noncompliance.

2.

Convince DRL of the necessity to promptly correct the Technical Specification at this facility and others as applicable.

As a result of our cosmients, the licensee requested by telegram N

dated Deeember. 7.1971, a temporary Technical Specification change to permit a 1.5 Ci maximum inventory of radionuelfdes in the " tank farm"_until December 12, 1971. Based on discussions with Mr.

l Wambach, DRL, it is our understandin8 that the temporary Technical Specification change will not be approved by DRL, and that DRL has requested the licensee to submit a permanent change to the 1.:

. Technical Specifications regarding this matter.

It is also our understanding that DRL considers this Technical Specification (paragraph 3.6.C) to be a bad specification and does not consider i

JCP&L to be in noncompliance with this specification. Although we consider this to be a bad specification, none the less, it is our position that JCP&L was, and is, in noncompliance.

' The licensee is operating the rad waste system at capacity and had planned to reduce the radionuclide inventory in the " tank farm" to less than 0.7 Ci by December 12, 1971; however, on this date, the J

inventory had only been reduced to 0.73 Ci by operation of the con-centrator and releases to the discharge canal. The actions taken by the licensee with respect to this subject are considered adequate.

Description of Particular Event or Circumstance:

Mr. McCluskey stated that the calculated inventory of radionuclides in the " tank farm" on December 7, 1971 was 1.0 C1.

The Technical Specifications limit the inventory of radionuclides to 0.7 C1 (TS paragraph 3.6.C).

The inventory of radionuclides in the

" tank farm" was 1.2 Ci on November 29, 1971 (Inquiry Report No.

%I 50-219/71-13)'and Oyster Creek was unable to recycle the liquid because the tubes in the waste concentrator were plugged.

During the concentrator repair period, the radionuclide inventory i

was reduced to 0.8 C1, by December 6, 1971, by transferring approximately 11,000 gallons of liquid waste to a Nuclear Engineering, Co., Inc. tank truck (License No. 16-NSF-1) for disposal, drumming liquid for shipment, and releasing to the discharge canal as permitted by TS 3.6.B.

During this period it was necessary to regenerate the waste demineralizer. This caused an increase in liquid waste and resulted in the loss of approximately 1 day in the operation of the rad waste system.

C.

Action by Licensee:

The licensee requested a temporary Technical Specification change for increasing the " tank farm" inventory to 1.5 C1, until December 12, 1971. During this period the licensee intends to operate the rad waste system at the maxitnum capacity.

Mr. McCluskey stated that the calculated inventory of radionuclides in the " tank farm" on November 23, 1971 was 1.0 Ci.

The Technical Specifications limit the inventory of radionuclides to 0.7 Ci (TS paragraph 3.6.C).

The contents of the " tank farm" were recycled as Ip.

required by TS paragraph 3.6.C. until the inventory was less than

0.7 Ci.

The " tank farm" was in limits approximately three hours after the violation was determined.

On November 29, 1971, the calculated inventory was 1.2 C1 of radionuclides in the " tank farm".

At that time, the contents could not be recycled to the re.d waste building, because the tanka in this area were full and the waste concentrator was plugged.

C.

Action by Licensee:

1.

The licensee has transferred 3700 gallons of liquid waste to a Nuclear Engineering Co., Inc. tank truck (License No. 16-NSF-1) for disposal. Plans are to ship up to 20,000 gallons.

2.
