McGuire Nuclear Station Docket Nos. 50-369 and 50-370 Proposed License Amendments

Dear Mr. Denton:

Attached are proposed license amendments to Facility Operating Licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2, respectively.

The proposed license amendments seek to incorporate into the McGuire 2 license authority to receive, possess and store irradiated Oconee fuel assemblies under the same conditions as is presently authorized by the McGuire 1 license, NPF-9.

1 The McGuire Nucicar Station Unit 1 License NPF-9, was amended on October 27, 1981 and authorized Duke Power Company to receive, possess and store 300 irradiated fuel assemblies generated at Oconee Nuclear Station. Duke now seeks authority to receive, possess and store Oconee irradiated fuct assemblies at McGuire Nuclear Station, in either or both spent fuel pools.

Both McGuire spent fuci pools have been reviewed for the capability to store irradiated Oconee fuel (15x15 Babcock and Wilcox design). By letter dated September 24, 1984 NRC issued license amendments 35 and 16 to Facility Operating Licenses NPF-9 and NPF-17, respectively.

In these amendments, NRC concluded that 15x15 Babcock and Wilcox designed fuel could be stored in the racks which have recently been installed in the McGuire Unit 2 spent fuel pool.

The conditions upon which the authority to possess, receive and store irradiated Oconee fuel, as contained the McGuire Unit i license, are not being changed, except for inclusion of Unit 2.

It is requested that NRC approve this license amendment by July 15, 1985. At that time, it is planned to resume. shipment of Oconee spent fuel to McGuire Nuclear Station. A minimum of sixty (60) fuel assemblies are to be transported by the end of next year.

It is necessary to resume transshipment as soon as possible to accomplish this task.. These shipments are to maintain full core reserve in the Oconee 1-2 spent fuel pool and are in' addition to other measures being taken at Oconee Nuclear Station, such as on-site transfer of spent; fuel. The shipments are also necessary to prevent future loss of full core reserve for the Oconee site.

as required by 10 CFR 50.91. This analysis concludes that the proposed amendments i

have been reviewed and have been determined to have no adverse safety or environ-mental impact.

This request involves one application for amendment to McGuire's Operating License.

Accordingly, pursuant to 10 CFR 170.21, a check for $150.00 is enclosed.
