April 25, 1970 Members from the staff of Battelle/ Pacific florthwest Laboratory (BPflL) and Oak Ridge Hattacol Laboratory (ORiiL) along with myself met with representatives from Duke Power Co. for an introduction to the plant site.

Richard W. Starostecki MAY 8 1970 Maurice McIntosh, McGuire Plant Manager, and George Case, Superintendent of Operations, gave us an overview of their intentions and need for storing Oconee. Spent Fuel at the McGuire site.

Following the meeting, a complete tour of the facility was given by Greg Pollak, Brew Barron and Steve Frye. The spent fuel pool, cask handling equipment and supporting systems, such as ventilation;

' cooling and boron recycle were reviewed in detail.

April 26, 1978 A tour of the Oconee spent fuel pools and fuel handling equipment was conducted by Dave Bito of the Oconee staff.

The location of fuel with respect to age was discussed in an effort to understand the applicant's decision to ship 120 day old fuel vice 1 year old fuel. Mr. Bito was unable to confirm their decision based on locality. A significant number of aged fuel elements are located within easy access.

The proposed truck route between Oconee and McGuire was driven to and from the site to familiarize the visiting personnel with the actual route which will be used, in addition to the bordering area.

April 27, 1978 Dan Glenn, Larry Cadwell, Ed Frederick and myself met with Tony Owen and Terry Keene, station chemist and radiological health physicist, respectively, to discuss some of the environmental aspects of the project.

Following a question and answer period, we toured the site environmental laboratory, both the aquatic and radiological sections.

An additional tour of the spent fuel pool was conducted. A complete walk-thru of the handling process was accomplished covering cask receipt, washdown, inspection and decontamination, cask unloading and final element positioning and storage.

The remainder of the visit at the McGuire site was concluded in a meeting with Greg Pollak to discuss any final questions and to determine what information/ material was lacking by either of the national laboratories or NRC.

MAY 81978 Richard W. Starostecki One final meeting was scheduled at Duke Power Company's main office in downtown Charlotte. This meeting was convened between the Fuel Management Group and myself to discuss their reasoning for shipping 120 day old fuel. Dave Freck and Mike Glover provided Duke's logic behind the decision.

Quantitatively, it can be shown, using their present plans for maintaining a full core reserve, that it becomes advantageous to ship 120 day old in lieu of 1 year old fuel. It would become necessary to handle the fuel a second time, maintaining the pools as presently planned. However, it may also.be shown that using a different arrange-ment for maintdining Ahfiull core reserve, it is possible to ship fuel

at least 1 year old without causing any impact to their discharging and/or shtpping schedule.

Conclusions:

The list of information and questions which was developed during the last m,eeting at the McGuire site is being supplemented by additional questions and comments which have surfaced after the trip. This list is presently being compiled, and will be formally forwarded to Duke Power Co. at a

.later date.
