REQUEST FOR ADDITIONAL INFORMATION, SAN ONOFRE 2 AND 3 (TAC NOS. 66970 AND 66971)

Gentlemen:

By letter dated December 30, 1987, you submitted a proposed change to Facility Operating Licenses NPF-10 and NPF-15 to allow storage of spent fuel produced by the operation of San Onofre Unit 1 at Unit 2 and Unit 3. In response to our request, you submitted additional information regarding this request by letter dated January 12, 1988. To complete our review of your proposal, we find that we will require additional input from you as described below.

The December 30, 1987 submittal was not an application for amendnient of your licenses as described in 10 CFR 50.90. Such application must be received before we can make a final determination of this issue. In the future, such an application must be received before we can begin the review process.

In your letter of January 12, 1988 you state that "Potential....fuel handling accident and spent fuel cask drop accidents from storing Unit 1 spent fuel at Units 2 and 3 were previously evaluated. The analyses documented in the Units 2 and 3 FSAR Sections 9.1.2, 9.1.3, 9.1.4, 15.7.3.4 and 15.7.3.5 directly evaluated or conservatively bounded the potential accidents with Unit 1 fuel."

-2 Contrary to this statement, Sections 9.1.4, 15.7.3.4, and 15.7.3.5 of the FSAR do not address Unit 1 in their descriptions of the Fuel Handling System, Design Basis Fuel Handling Accidents, and the Spent Fuel Cask Drop Accidents repectively.
