Docket No. 50-206 Amendment Application No. 148 San Onofre Nuclear Generating Station Unit 1 Enclosed is Amendment Application No. 148 to Provisional Operating License No. DPR-13. Amendment Application No. 148 consists of Proposed Change No. 181 which requests a revision of the license and an Appendix A Technical Specification.
Proposed Change No. 181 is a request for NRC approval of the transshipment of San Onofre Unit 1 spent fuel to the San Onofre Units 2 and 3 spent fuel pools.
The methodology for the transshipment process is described in a report entitled, "The Transshipment of San Onofre Unit 1 Spent Fuel," dated April 1988. This report has been submitted to the NRC under separate cover. This proposed change provides the significant hazards consideration analysis for the transshipment.
Proposed Change No. 181 is a request to revise License Condition 3.C. This license condition was issued on January 15, 1976 by the NRC staff to ensure that modifications and tests on the turbine building were performed prior to the shipment of spent fuel using the air pallet system. The new method for the shipment of San Onofre Unit 1 spent fuel does not include the air pallet system. Therefore, this proposed change would revise License Condition 3.C to indicate that shipment of spent fuel will be done in accordance with the methodology described in the report submitted to the NRC.
Proposed Change No. 181 deletes Technical Specification 4.13, Turbine Deck Load Bearing Test and Visual Inspection. This specification required a turbine deck load bearing test be performed every four years with the use of the air pallet system. The test assured the structural integrity of the turbine deck and supporting structure with the spent fuel cask and air pallet since the air pallet system will not be used as part of the proposed method for spent fuel shipment, this specification is not applicable.

Review of Proposed Change No. 181 contained in Amendment Application No. 148 is part of the NRC's review of the transshipment process at San Onofre Unit 1. The 10 CFR 170.12 fee for review of Proposed Change No. 181 was previously provided as part of the December 24, 1987 submittal.
