Docket Nos. 50-206, 50-361 and 50-362 Spent Fuel Transshipment San Onofre Nuclear Generating Station Units 1, 2 and 3 On September 25, 1987, representatives of SCE met with the NRC staff to discuss the transshipment of San Onofre Unit 1 spent fuel to the San Onofre Units 2 and 3 Fuel Handling Buildings. A presentation was made to the NRC staff and is documented in the NRC's Meeting Summary dated October 1, 1987.
Overall the staff indicated that SCE's proposed method for transshipment appeared acceptable and requested that SCE provide documentation of the proposed method of shipment and relevant issues. The requested report entitled "Transshipment of San Onofre Unit 1 Spent Fuel" dated December 1987 is enclosed.
The past method for shipment of spent fuel at San Onofre Unit 1 involved the use of an air pallet system transporting a spent fuel cask containing a single spent fuel assembly. In order to implement this system, modifications to the turbine building were required by License Condition 3.C, and a load bearing test on the turbine deck was required by Technical Specification 4.13, Turbine Deck Load Bearing Test and Visual Inspection. In addition, Technical Specification 4.13 requires a turbine deck load bearing test every four years to support use of the air pallet system.
The proposed method for transshipment of spent fuel from San Onofre Unit 1 to San Onofre Units 2 and 3 will not include the air pallet system. As described in the enclosed report the turbine gantry crane will transport a multi-element spent fuel cask at San Onofre Unit 1. A description of the method of transshipment and a discussion of the issues raised by the NRC staff during the September 25 meeting are provided in the enclosed report.
SCE requests that the NRC staff review the enclosed report and provide their approval of the proposed transshipment method. SCE is currently planning to shut San Onofre Unit 1 down in February 1988 to perform surveillances and some modifications. During that shutdown, SCE intends to initiate the transshipment of spent fuel from Unit 1 to Units 2 and 3. In order to support 8712300106 871224 PDR ADOCK 05000206 P

Following receipt of NRC approval for this transshipment method, SCE will submit a proposed license change to delete the license condition and technical specification which are only applicable to the air pallet system.
Pursuant to 10 CFR 170.12 it has been determined that the NRC's review of this request requires an application fee of $150. Provided as an enclosure is a check in the amount of $150.
