PADIOIDGICAL EFFLUENT TEDINICAL SPECIFICATIONS StBMITIAL Gentlemen:

In accordance with the provisions of 10 CFR 50.90 as reglired by 10 CFR 50.59(c) (1), Georgia Ibwer Ccxnpany (GPC) hereby proposes a complete revision to our mbnittal of October 6, 1983, as amended. This mbnittal is an amendment to the Diwin I. Hatch niclear Plant Units 1 and 2 Technical Specifications (Appendicies A and B to the Operatirg Licenses) as described in the attachnents to this letter. This application would amend the Technical Specifications by transferrirg the Radiological Effluents Technical Specifications (RETS) from Appendix B to Appendix A.

Both units were licensed with RETS based on activity and concentration limitations on planc effluents. anbsegient revisions to regulatory philosophy, notably 10 CFR 50 Apperx31x I, now base the design objectives for effluent control on radiation dose criteria as set forth ir, NUREG-0473 (Standard Radiological Effluent Technical Specifications for BWRs). The charges albnitted herein are updates to cur previous aabnittal and are mostly editorial, administrative, or the reallts or cunments from the NRC staff (Effluent Treatment Systems Branch, Radiological Assecsment Branch, and Operatirg Reactors Branch #4) . These charges have been discussed with members of the NRC staff. As with previous RE7S albnittals, this package ircorporates outstanding Proposed ibchnical Specifications, particularly in the Administrative Section, as if they had been approved by the Comission as tendered. The Offsite Dose Calculation Marual (ODm) and the Proceas Control Program (ICP) are in the final review process. They will be sent to the NRC, for the NRC Staff's review, by October 1, 1984. It is our intention to implement RETS, the ODW and the PCP Jaruary 1,1985.

Board and the Safety Review Board have reviewed the proposed charges and have detennined that they do not constitute an unreviewed safety glestion. These changes do not increase the probability or conseglences of accidents or - malfunctions of eglipnent previously analyzed becalse the accident analysis in the FSAR is based on the dose based limits _ proposed by this amendment. Also, no eq11pnent modification nor design charge to eglipnent is reglired to inplement these changes.

(bnseglently, these changes do not create new modes of operation nor potential for new accidents. These changes do not significantly decrease the margin of safety as described in the basis for Technical Specifications becalse this change inplements NUREG 0473 which provides for a change in the method for compliance with effluent release dose rate and concentration limits as stated in 10 CFR 20. R1rther, cum 11ative doses will be limited in accordance with Appendix I to 10 GR 50.

The proposed amendment, taken as a whole, constitutes a change to make the license conform to changes in the regulations (10 CFR 50 Appendix I) .

The license charge reallts in very minor changes to tacility operations necessary in order to implement the regulations. Therefore, the reallts of this charge are consistant with Item (vii) of the "Exanples of Amendments that are (bnsidered Not Likely to Involve Significant Hazards Considerations" listed on page 14,870 of the April 6, 1983, isale of the Federal Register.

Attachments 1, 2, and 3 are respectively the insertion instructions and proposed amendment pages for Unit 1 Technical Specifications, Unit 2 Technical Specifications and Envirornnental Technical Specifications.
