Your letter of September 17, 1979, stated that for those nuclear plants whose Technical Specifications had not been revised to include the Radiological Effluent Technical Specifications by December 1, 1979, a commitment to the provisions of Specification 3.11.4 of RETS, Revision 2 was an acceptable method of demonstrating conformance to 40 CFR 190. Our letter of December 21, 1978, for Units 1 and 2 submitted proposed Specifications which included Specifications demonstrating conformance with 40 CFR 190.

In accordance with your direction, Georgia Power Company hereby commits to the provisions of Specification 3.11.4 of RETS, Revision 2.

The necessary procedures for compliance with the Specification will be in place by December 1, 1979. This commitment wil.1 be revised by any subsequent modification of the Specification which might occur as the result of future discussions or meetings with you.
