20555 NRC DOCKETS 50-321, 50-366 OPERATING LICENSES DPR-57, NPF-5 EDWIN I. HATCH NUCLEAR PLANT UNITS 1 AND 2 RADIOLOGICAL EFFLUENT TECHNICAL SPECIFICATIONS Gentlemen:
Pursuant to the guidance provided by 11r. D. B. Vasallo's letter dated July 10, 1978, and by lir. B. K. Grimes' letters of July 11 and November 15, 1978, Georgia Power Company hereby submits proposed amendments to the Tech-nical Specifications and to the Environmental Technical Specifications of Plcut Hatch Units 1 and 2, respectively.
PIcase note that the section for solid radioactive waste is not included in this sub:aittal. Because the curreat NUREG-0473 (Model Technical Specifica-tions) specify strict requirements fc,r solidifi' cation, and the section for solid radioactive waste in NUREG-0473 is not directly applicable to the current operational practice at the Hatch Nuclear Plant, it is thus Georgia Power Company's position that the submittal of the solid radioactive waste section at this time is impractical and premature.
However, Georgia Power Company has formed a task group and initiated a study to review the entire solid waste processing system and to develop appropriate technical specifica-tions for this system. We will be pleased to discuss any progress in this area as our study continues.

Director of Nuclear Reactor Regulation U. S. Nuclear Regulatory Commission December 21, 1978 Page 2 that implementation of these proposed specifications be delayed until July 1, 1979, or, should the review process not be completed by then, the next January 1 or July 1 following upproval.
This delay in imple-mentation will provide time for the training, programming, and proce-dural changes which will be necessary due to these proposed changes to the Technical Specifications, and will allow for initiation of the program at the beginning of a reporting period.

HATCH NUCLEAR PLANT UNITS 1, 2 PROPOSED DETERMINATION OF AMENDMENT CLASS The attached proposed changes to the Technichi Specifications and Environmental Specifications for Plant Hatch Units 1 and 2 were required by NRC letters dated July 10, 1978, July 11, 1978, and November 15, 1978.
Therefore, no determinations of amendment class is necessary.
