Dear Mr. Martin:

This letter confirms a telephone call on October 12,1983 at 9:30 AM between Robert A. Young and Charles 0. Coffer of PGandE and Dennis F. Kirsch of NRC Region V. The call reported that the Pacific Scientific Company had notified PGandE of possible defects in snubbers installed or planned for installation at Diablo Canyon Unit 2.

Pacific Scientific has identified possible defects in certain model PSA-3 snubbers, three of which have been installed in Unit 2. A 30-day written report will be submitted in accordance with 10 CFR 50.55(e) that describes the deficiency, analyzes the safety implications, and specifies corrective actions taken.
