Information Relating to Detection of Deficiencies in Quality Resulting From Fraudulent Actions by Suppliers

Dear Mr. DeYoung:

I have discussed the matters contained in your September 12, 1983, letter with the affected members of PGandE management. Like you, I am vitally concerned with the maintenance of a high level of quality in goods and materials furnished by suppliers.

At PGandE, our Quality Assurance Program includes an aggressive system of monitoring the activities of suppliers of safety-related equipment and services to verify quality and integrity. This system encompasses the entire procurement process ranging from the judicious selection of suppliers, to l

audits and inspections at suppliers' facilities, to thorough

! verification by inspection and test upon receipt of materials.

Our procurement Quality Assurance Program is premised on the concept that when suppliers know that they are to be scrutinized before, during, and after any work they perform for us, the possibility of their work being deficient due to careless and/or fraudulent activities is significantly reduced. Moreover, we pay particular attention to the certification systems of not only our suppliers but their subsuppliers.

DeYoung November 29, 19C3 We recognize the need for stringent procurement controls and remain dedicated to continuing our comprehensive program of monitoring the activities of our suppliers. If we should identify suspected careless or fraudulent practices by any of our suppliera or subsuppliers, we would bring these facts to the attention of the NRC as well as other affected suppliers and licensees.
