(a) Letter from Mr. J.' A. Tiernan (BG&E) to Document Control Desk (NRC), dated December 14,1988, Request for Amendment Gentlemen:

The Baltimore Gas and Electric Company hereby withdraws the unapproved portions of our request for amendment to Operating License Nos. DPR-53 and DPR-69 for Calvert Cliffs Unit Nos.1 & 2, respectively, dated December 14,1988. Change No.1 of the referenced request has been approved.

Change Nos. 2 through 6 are hereby withdrawn. Each of these changes is further addressed below.

CIIANGE NO,1 His requested change to Unit 2 Specification 4.6.1.2.d would provide a one-time extension of the local leak rate test frequency for specific valves. This request was approved on March 15,1989, as

CIIANGE NO. 2 (TAC No. 71590)

This requested change to Unit 1 and Unit 2 Specification 4.8.1.1.2.d.1 would crtend the surveillance frequency for die el generator inspections to 24 months to coindda with the fuel cycle length in use at Calvert Cliffr. Additional discussions with the diesel generator vendor following the submittal of ~

this request have resulted in a revised position which does not support the requested 24 month suricillance frequency with a possible 25% extension through the application of Specification 4.0.2.

His change is therefore withdrawn. However, BG&E expects to pursue resolution of the vendor a

This requested change to Unit 1 and Unit 2 Specification 4.8.1.1.1.b would permanently extend the surveillance frequency for the 69-kv alternate offsite power circuit to 24 months to coincide with the fuel cycle icogth in use at Calvert Cliffs. Since this request was submitted, NRC Generic Letter 91-04 has been issued which addresses such requests to extend surveillance frequencies to 24 months. This request is therefore withdrawn for revision to incorporate the guidance of Generie Letter 91-34. We may resubmit this change for your approvalin the future.

OONGENO 4 This requested change to Unit 1 and Unit 2 Specifications 4.8.1.1.2.d.2 through 4.8.1.1.2.d.5 would extend the surveillance frequency for diesel generator testing to 24 months to coincide with the fuel cycle length in use at Calvert Cliffs. Since this request was submitted, Generic Letter 9194 has been issued which addresses such requests to extend surveillance frequencies to 24 months. This request is therefore withdrawn for revision to incorporate the guidance of Generic Letter 91-04, and may be resubmitted in the future.

CIIANGE NO. 5 This requested change to Unit I and Unit 2 Specification 4.8.1.1.2.d.3.c would remove the requirement to test the diesel generator jacket cooling trip logic in conjunction with a loss of orfsite power signal. Since this request was submitted, additional changes have been identified which would further modify this Specification. This request is therefore withdrawn for revision to incorporate the additional changes.

CIIANGE NO. 6 (TAC No. 71594)

This requested change to Unit 1 and Unit 2 Specification 4.8.1.2 would eliminate the requircraent for surveillance of the diesel generator load sequencer in Mod :s 5 and 6. Since this request was submitted, additional changes have been identified which would further modify this Specification.

This request is therefore withdrawn for revision to incorporate the additional changes.

The withdrawal of these changes will not affect the safe operation of the plant. The request for license amendment that submitted these proposed changes is over two years old has become outdated for two reasons. First, BG&E has identified additional changes that should be considered for implementation in the affected technical specifications. Second, the NRC ha recently issued updated guidance for requests for increasing surveillance intervals from 18 to 24 months.

Consequently, we believe that withdrawal and revision of these requested chances is the appropriate action at this time.
