AMENDED PETITION OF ROCKLAND CITIZENS FOR SAFE ENERGY POR LEAVE TO INTERVENE This is an amended petition to amend the petition dated November 6,1981, for the purpose of providing addition-al information requested by the Nuclear Regulatory Commission.

(1.) Petitioner repeats and realleges all of the alle-gations contained in its original petition dated November 6,1981.

(2.)

Rockland Citizens for Safe Energy (hereinafter re-fered to as RCSE) has been specifically authorized by the named members indicated below to represent their interests in this proceeding. Both of the named members will be affected by the outcome of this proceeding because they reside within 10 miles of the Indian Point site. The named members of the petitioner are Wayne Browning and Helga Ancona. Authorization of such members to be represented by petitioner is attached hereto in the form of affidavits, Exhibits A. B.

(3.) Petitioner seeks to intervene for the purpose of contending that Rockland County is not able to implement the Rockland County Radiological Emergency Response Plan (herein-after refered to as RCRERP) for Indian Point, so as to im-prove the level of protection of public health and safety in l

the event of a major accident at Indian Point.

-contending that protective actions developed through emer-gency planning for Indian Point, as evidenced in drafts of the RCRERP, are inadequate.

(5.) Petitioner seeks to intervene for the purpose of contending that the RCRERP does not conform with NRC/PEMA guidelines for local emergency planning within a 10-mile radius of Indian Point, especially with reference to possibly short available time frames.

(6.) Petitioner, acting on behalf of its members who are residents of an area within ten miles of the Indian Point site, and the members of the petitioner, may suffer grave in-jury in the event of a catastrophic accident at the Indian Point site. The members and their families may be subjected to ill-ness and death. This potential injury is a specific hazard to 4

the life and limb of the members of the petitioner and for this reason a petitioner is entitled to intervene in this proceeding.

(7.) Petitioner has filed a supplement to its petition, as contentions, verified December 1, 1981, setting forth in par-ticularity those issues within the scope of this proceeding on which the petitioner wishes to intervene. Petitioner repeats and realleges, and incorporates by reference, all of the alle-gations contained in said contentions verified December 1,1981, as part of this amended petition in support of petitioner's application to intervene.
