Dear Mr. Kroes:

By letter dated June 15, 1979, you outlined physical modifications being made to the L-77 reactor facility. On November 2,1979, you submitted a revision of the University of California at Santa Barbara Security Plan.

We base reviewed the submittals and agree with you that the Physical modifications and the revised Physical Security Plan do not decrease the effectiveness of the security plan. Your approved security plan now consists of the document dated November 2,1979, entitled " Revised Physical Security Plan for the L-77 Training Reactor." Since the current NRC-approved Physical Security Plan should properly be reflected in the license authori-zation for your facility, we are treating your letter as a request for appropriate Conmission authorization. This has been discussed with and agreed to by jour staff. In this connection, we are herewith issuing Amendment No. 2 to Facility License No. R-124, wnich identifies your currently approved security plan.

Future changes which do not decrease the effectiveness of your plan do not require prior approval but should continue to be reported as provideo in 10 CFR 5 50.54(p). Changes which do require prior NRC approval should be identified as license amendment requests.

Based on the fact that this license amendment is administrative in nature and incorporates into the liconse the latest requirements, already implemented at your facility, of your updated physical security plan, we have concluded that:

(1) the amencment does not involve a significant increase in the probability or consequence of accidents previously consicered, does not involve a significant decrease in a safety margin, and, therefore, does not involve a significant hazards consideration; (2) there is reasonable assurance that the health and safety of the public will not be endangered by this action; and THIS DOCUMENT C0tlTAltlS P00RQUAUTYPAGES 800g339 g g -

3. The license amendment is effective as of the date of its issuance.
