This letter refers to an unannounced routine safeguards inspection of your activities authorized by NRC License No. R-124 conducted by Mr. L. R. Norderhaug of this office on March 24 - April 10,1985.
It also refers to the discussions of our preliminary inspection findings held by the inspector with Drs. S. Banerjee and A. E. Profio of your organization on March 27 and a subsequent telephone conversation between Mr. Norderhaug and Dr. Profio on April 10, 1985.
Areas examined during this inspection included activities related to physical protection as described in the enclosed inspection report. Within these areas, the inspection consisted of selective examinations of procedures and records, interviews with facility and contractor personnel, and observations by the inspector.
Based on the results of this inspection, it appears that certain of your activities were not conducted in full compliance with NRC regulations, as set forth in the Notice of Violation, enclosed herewith as Appendix A.
Pursuant to the provisions of 10 CFR 2.201 you are required to respond as indicated therein.
In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, documentation of the findings of your safeguards and security measures are exempt from public disclosures; therefore, the enclosures to this letter and your response will not be placed in the Public Document Room and will receive limited distribution.
The responses directed by this letter and the accompanying Notice are not subject to the clearance provisions of the Office of Management and Budget, otherwise required by the Paperwork Reduction Act of 1980, PL 96-511.
